Once 2.4 is active, this will become the best shadow priest offhand in the game. Compared to https://www.wowhead.com/wotlk/item=29272 , this gains 15 stamina, 21 intellect, 32 haste rating, and loses 12 spell damage. Since haste rating will only benefit your Mind Flay spell, the larger amount of intellect will make up for the mana used (as the spell speeds up in casting time).
