You get this quest from Wind Trader Zhareem located in Lower City.

Just did the quest, downed the boss as normal and there was no whip. According to thottbot there is a 26.5 drop rate. From what a Blizzard Game Master has told me if you are in a group then someone has to leave then you are unable to finish the quest. So please when you go in make sure you have people that are not going to leave.

I believe the drop rate is actually 100%

Wowhead says that the droprate is only 62-67% bacause players who aren't on the quest and kill Nazan or Vazruden won't get the drop and are counted as 0 out of 1. So the only thing that the droprate for this item says is that 62-67% of the players that kill Nazan or Vazruden are on the quest Wanted: Nazan's Riding Crop. Please correct me if i'm wrong.

There is no need to obtain the Flamewrought Key from the Logistics Officer Ulrike at Honor Hold anymore (she doesn't even sell it) to enter the Heroic Hellfire Rampants dungeon. Just set the instance difficulty to Heroic before entering the dungeon and you are good to go.
