This simple but long quest chain give you some pretty good leather bracers for 39 bracket twinks, I am unsure weather you can place on these the higher level enchant that are prevelant in twinking a toon. This may take some investigating to assertain the possibilities regarding this.
I believe that the best BoE blue bracer with similar stats have only 1 additional stamina point so these are a clear option for a rogue/feral druid wrist slot.

These are pure twinkage material as you can add TBC enchants like Assault. Very easy quest even as a 34 feral druid.

I take it this doesn't actually exist since there is no information on where to get it or a quest it is a reward from? I want this if you can get it, could put a good enchant on it!

I was just offered this by Lady Jaina Proudmoore as the reward for one of the new (patch 2.3) quest chains in Dustwallow Marsh.
