Compared the https://www.wowhead.com/wotlk/item=23519 , assuming you color match your sockets,you lose 431 armor, 4 defense rating, 4 hit rating, and gain 3 stamina and most importantly 33 block value. Oh and you trade a red socket for a yellow.

I'd say it depends on whether you feel you need the armor or the block value. Both are forms of raw mitigation as opposed to avoidance, but personally I like block value.

For those of you who consider this item to be "free" because it's a quest reward, note that this is a reward from a Netherwing quest. All Netherwing quests require that you purchase the 5000g epic flying training before they become available. Then you *also* have to grind Netherwing reputation to at least honored, which takes several days of doing every Netherwing daily quest and getting lucky finding Netherwing Eggs on the Netherwing Ledge. Then in addition to all of that, you need to do The Soul Cannon of Reth'hedron which requires dozens of gold worth of mats to complete.

If you're looking for a decent tanking helm just after hitting 70, get a Felsteel Helm off the AH. Blacksmiths use that pattern to skill up past 360, so they usually go for cheaper than the cost of the mats.
