If youre not yet hit-capped and dont care about stats then this is the best necklace in the game for you.
If you value stats little more than +15spellhit and few points of extra damage, https://www.wowhead.com/wotlk/item=30015 would be probably the second best option for you.

This is, as of Patch 2.3, the neck with the highest +Spell Damage available in the game for non-fire casters.
Classes using fire as their main damaging spells can go for this though: https://www.wowhead.com/wotlk/item=32589

if you dont have a problem getting the hit cap https://www.wowhead.com/wotlk/item=33466 or https://www.wowhead.com/wotlk/item=33281 are superior dps wise and also provide stats

Absolutely the best necklace in pre-SWP area for destruction locks and mages.

Affliction locks may still wish to look at https://www.wowhead.com/wotlk/item=30666, because crit is unnecessary and hit can always be capped elsewhere.
