As said above this will only drop when killing him for the quest. To get the quest to kill him which then enables you to get this quest see this quest chain:

This dropped for me even though I wasn't on the other quest, though I had already turned it in.

If at anytime after you've completed the chain leading up to killing the chief you lost your book (or destroyed it like mine) by accident, Simply go to Donova Snowden abandon quest and grab a new quest and book.

This only drops off High Chief Winterfall after you complete the quest to kill him. See allakhazam for more info.

This seems to only drop after you've done the quest to kill him. At least I've killed him a hundred times before I did the quest and the next time I killed him after doing it, this thing dropped.

Be careful while trashing this. I accepted the quest, and trashed it by mistake. The weird is, that there was no alarm message like ,,Trashing this item will abandon your quest,, etc , but the quest is still in my quest log.
