omg yes! ty blizz lol, i mean like, what do they think when they add rouge stats, guess they wanted it to be realistic and make rouges wear cloth like a rl person, i dont know

Items like this are actually a really interesting artifact of early WoW development. Originally the Discipline Priest was going to be a melee DPS class similar to the Paladin, though that idea was scrapped we still see the itemization for this spec with all the cloth with strength on it.

This item still has some use as a Priest leveling pair of pants, hear me out! Spirit is obvious for Spirit tap procs, and the agil is useful for wand strikes/crits which you will use a lot while leveling, and the strength? Well to maximize mana efficiency and damage while leveling Priests will use a tactic called Melee Weaving, which is essentially alternating melee strikes in between wand shots, if you time and have the micro for it it can essentially nearly double your non mana using damage on mobs! Really neat

As a rogue I think this item is highly undervalued. It's weird to see these stats on cloth, but being the wrong armour class isn't a deal breaker by any means. That's a lot of agility paired with a lot of spirit and some bonus attack power thrown in with the strength. The armour difference between the cloth and leather of similar item level is negligible and the spirit more than makes up for it for the bonus health regen in between fights.
