I was able to do this quest without even placing the flag. I had not realized I had it in my inventory then turned in the quest and saw later it was still there from this quest.

I went to The Talon Den and placed the flag in the cave .
A big red flag appeared and dissappeared few minutes later and for rest nothing Happened.
No Idea what the Use was for it

Place the flag in the Talon Den in an ante chamber (there are a few) that is located below a stair landing.

You don't actually have to use the flag.

I didn't use it, found the named mob, killed her, quest complete. I don't know if the flag disappears on use, so it's still in my bag, and is now useless.
