We are interested in the maximum potential of each class, so we are looking at the 95th percentile of representatives of each class, or the top 5%. 19 out of 20 players will not perform at this level.

We are looking at only boss damage. Classes with strong multi-target damage abilities will move up in the rankings if you were to consider overall boss and trash damage throughout a raid.

Most of the absolute top parses involve multiple Bloodlust, Innervate, and/or Power Infusion in the same fight to certain players. It is very difficult to compete with those parses if you are not in a similar situation. A weaker player with that treatment would very likely outperform a stronger player without that treatment.
