He stands where G'eras used to stand - G'eras now stands on the ledge above him. Behind him are four Shattered Sun Channelers - once you reach phase 3, there'll be a portal from there to the Isle of Quel'Danas.

He also tells you a percentage. This is the percentage of how finished the portal is, and NOT how far your realm has progressed on phase 2.

Will there be a portal back from the Isle to Shattrath? Someone told me that that might happen.

Not quite a portal, but there is a teleport from the Island back to Shattrath. After doing the quest "Know Your Ley Lines" (https://www.wowhead.com/tbc/quest=11547), you get Darnarian's Scroll of Teleportation (https://www.wowhead.com/tbc/item=35230), which is a one way Teleport to Shattrath. The item has one charge but you get it daily as long as you finish the quest.
