If you socket this piece with a 10 haste or 5 haste/6 damage gem, it is very similar to the two neck drops from ZA, the Brooch of Nature's Mercy and the Loop of Cursed Bones, both of which are quite nice.

It has a nice haste rating which Vindicator's Pendant of Dominance dont have, and totally it will result in more damage, even with 5 less points of bonus damage

Got this for my frost mage, but I can't really tell if it will be worth it in short-term PvP fights, where I often don't get to use much casting spells. I'm thinking it will help a lot though together with the new 4 pvp set bonus (lowering polymorph cast time) and the subjugation ring, when sheeping which I do tend to do a lot in arena.

Phase 3 just came out on Classic TBC and this Vindicator's Pendant of Subjugation is not available from Master Sergeant Biggins.

As of TBC Classics phase 4 launch, and with the badge gear released on Thursday, this item is still not on the vendor list. Wondering if blizzard will add it in phase 5 (which does not make sense seeing as there is a caster haste neck labeled as Guardian's Pendant of Subjugation). Here's hoping we can get an answer back soon about this.
