These are a bit underwhelming considering the Light-Blessed Bonds https://www.wowhead.com/tbc/item=33587 cost 15 less badges and you get very little benefit. Using the 9 heal/2mp5 and 9 heal/4 int gems, there is a difference of:

+7 stamina
+4 intellect
+7 spirit
-7 healing

You also get a bit more mp5 from the spirit but I didn't calculate it out, so an upgrade for sure but I kinda expected more for 15 badges.

According to mmo-champion.com these aren't available directly when badge vendor comes. All I could see was the leatherchest with healing.

The oakleaf become more of a debate about stats than healing capability. If one pair of gloves had a +healing socket bonus, it might be a different story. But I already have plenty of mana, which is why I picked up the Treemender and socketed them for +healing over the regen-tastic druid T4 gloves. I'm looking for upgrades that have lots of +healing and +stamina as a secondary concern. Int and Spi/mp5 are good for now, for me.

What I'm getting at is that I'll be buying the badge pants before these gloves. 25 more badges makes for a bigger upgrade in my book. I'll probably also consider saving for the ring or cloth boots before aiming for the gloves.
