Its actually Reliquary of Souls.

Odd that an item in this high tier of a dungeon comes with no stam, but I guess with those beastly stats the budget didn't allow it.

this belt is one the best hunter belts in the game.
drops off of essence of souls, a boss/event in black temple.
apparently a very rare drop.

Overall, this is by far the best hunter belt currently available.
However, if you intend on going for a survival build and massing your agility, the belt (Don Alejandro's Money Belt) off of Anetheron with 2xDelicate Crimson Spinel would probably be a better choice.
If you are worried about the difference in hit/intellect, don't forget that you get 3% more hit with "Surefooted" in the Survival tree along with "Thrill of the Hunt" which gives you a 100% chance (3pts) to gain back 40% of the mana cost of a shot when it crits.

Not so bad for enhancement shaman either. Int = win when most of your gear is leather and you need mana to totem twist.

That being said, belt off Vashj is still much better.

An amazing PvE belt if I've ever seen one for hunters, nothing but offensive stats, and a lot of them to boot.

This belt is a drop of Reliquary of Souls, a boss in Black Temple.
