A good alternative to this piece of equipment is Mindstorm Manabands https://www.wowhead.com/tbc/item=29918#00Rz which drops from Al'ar in Tempest Keep: The Eye, and even though it is 13 ilvls lower the stats are suprisingly close.
Socketed with a Gleaming Lionseye https://www.wowhead.com/tbc/item=32207, for the sake of comparison, the difference between them is:
+12 Stamina
+7 Intellect
+19 Spirit
+1 Crit Rating
-2 Spell Damage

Since 2.4 this would be the perfect socket. Using a Quick Lionseye would maximize the dps from this item.

Decent pew pew bracers, though the amount of spirit is some what excessive, stat points better spent on more damage or crit!
