Great stamina on the mace, with an enchant it could be comparable. Defense is a Plus, and this is also an upgrade on both the "King Defender" (

) and "The Sun Eater" (

) weapons.
You'll Lose the armor bonus on the defender (140) but gain + 2 to defense rating.
And using the true "wow" value equasion that at level 70, 2.37 rating = 1 defense, this mace is total of about 5.485 total defense
(13 rating divided by 2.37 = 5.485...) and at level 70 mace rating is at 3.94 rating = 1 Skill increase (12 rating divided by 3.94 = 3.04) your looking at a pretty solid increase. In total 5.4 Defense and 3.0 increase on mace skill.
Its abit of a toss up comparing the Armor Vs. DPS:
- Kings Defender (81.3)
- The Sun Eater (78.8 - but this one increases your dodge rating by 18. and doesnt effect hit/mace rating.)
Not to mention the mace very closely resembles the icon! not bad looking!

For each point that your weapon skill EXCEEDS your opponent's defense, you gain the following:
- Chance to miss decreases by 0.04%.
- Chance to score a critical hit increases by 0.04%.
- Opponent's chance to block, parry or dodge your attack decreases by 0.04%.
The Weapon Skill is basically the opposite of defense skill.
(Concerning daPhil's statment) The 2.0.1 patch notes state:
Player will gain 0.1% to their critical strike rating per weapon skill against monsters ABOVE their level.
This is only for Weapon Skill over your level's cap (Level * 5). It hasnt been proven we get the additional 0.04% crit chance per additional + to skill.
Weapon skills are all maxed in pvp combat.Even though this means leveling a weapon for pvp is useless, concerning your racial attribrutes or talents, and weapons with + to skill still affect pvp hit & crit rating.
Most players, however, see the + to skill in pvp as useless; you will still see many horde and alliance with the High Warlord or Grand Marshal Swords.

This is the best tanking weapon atm including all the current known BT Weapons because of the Mace Skill.

Appearently the maceskill was fixed in the latest patch. It used to give 14 actual skillpoints instead of 14 rating, giving it alot more hit and crit than intended.

This excellent item is a clear upgrade over Thunderfury, if your tanks are still using it.

I am unsure of the expertise? Does this affect a slew of different abilities?

Each point of Expertise will reduce the target's chance to dodge and parry your attacks by 0.25%. According to wowwiki 3.9 rating = 1 point (for expertise at level 70) so therefore the expertise rating on this will reduce your target's chance to dodge or parry your attacks by about 0.89%. Unless I suck at math.

will only become increasingly valuable in patch 2.3, and with the next patch's introduction of more badge rewards such as
Brooch of Deftness
and
Bracers of the Ancient Phalanx
, capping your expertise for tanking will be an easy feat. Why do this?
When a boss parries your attack, its next swing acts as a sort of "counter-attack", decreasing the time between the previous swing and the next swing by as much as 50%. This can be devastating when combined with unlucky, unpreventable crushing blows and/or instant boss abilities. With expertise, this becomes much less of a problem as you are able to bypass the boss's chance to parry your attacks. Hard hitting bosses like Gruul, Morogrim Tidewalker, and Mother Shahraz, some who are also able to do multiple abilities at once, will not be able to screw over your raid as often as they did before. Pre-nerf, Mother Shahraz was able to insta-gib a fully BT geared warrior doing everything properly at a much more frequent rate than any other boss to my knowledge.
I have lost count of the number of times I have seen a tank die, looked at a WWS meter for the night, and noticed that there was only a second between two attacks as a result of the boss parrying the tanks attack.
However, this is not the only reason to stack expertise. With the large reduction of Dodge and Parry, one can expect much higher threat generation rates. With more threat comes more DPS, with more DPS comes less time you will be wailed on by a boss.
So basically you're drastically increasing your chance to survive as well as drastically increasing your threat generation.
It seems like expertise was made for tanks.
