+ 20 Spell Penetration is the same as pre-TBC was "reduces your target's resistances by 20". This means your spell targets will have 20 less resistance to your schools of magic, being never a negative amount.

It won't help boss encounters in which you usually get resisted due to level difference if the boss' resistances are zero. I'd no doubt look for someone from a guild who did Twin Emperors (if you guild didn't) to enchant Subtlety in your cloak rather than this for a small fee. Nexus Crystals are quite common and one Scholomance run should get you some Large Brilliant Shards. Black Diamonds are cake too.

If you are a PvPer, no need for -2% agro, so I guess this is better than nothing, although resistance gear is not common in PvP and this enchant won't affect their resilience. Maybe just useful against resistance buffs (paladin auras, prayer of shadow protection, etc.)

Raider's perspective:
Spell pen is kind of nice for the trash waves at horde camp in Hyjal and for Illidari Council.

Subtlety is ok for the tier 4-5 content, but most of the tier 6 content is not at all threat limited (with use of soul shatter), with the exception of Gurtogg.

So I put 20 spell pen on my cloaks, since it has some use even though it is limited.

I use this enchant for my PVP cloak, and -2% threat for my PVE one.

I consider this a pretty essential enchant for any resto druid in arenas, but especially in 2v2. It cuts down the number of cyclone and root resists hugely against other druid teams, and helps with warlocks too.

Felhounds have around 160 resistance to all. For a caster group to kill a felhound its a lot of work with too low spell penetration.

You can allways check in AH what the regents cost to buy and then build up a price after that.

uhhm, no level req. to pick up the pattern but you need a lvl 35+ item to do the enchant.

Seeing as Warlocks have at leasrt 75 magic resistance or so, adding 20 to the additional you may have, this may be a very good way to go hit them nice and hard.

What are PvE items with spell pene useful for?
(People should know spell pene can't get a mob/boss/player resistances less than zero!)
As far as I'm concerned main PvE purpose is raiding 25-man instances not doing some 5-man instances/heroics. On the one hand most NORMAL raid bosses have a range of spell resistances from 40 to 80 (argue if u know it's more), on the other hand there are always at least 2 locks in a raid group to put CoE/CoS on bosses and reduce their spell resistances by 88. So do the math and tell me what the use of PvE items with spell pene are!

am i correct that this it the only cloak chant worth a damn for spellcasters not looking for resistance? i see none that increase damage in any way.
