You can earn Consortium reputation by turning these in to Shadrek at the Consortium outpost south of Sunspring Lake. It is a repeatable quest (up to friendly reputation level) for 250 reputation per turn-in.

No, not every Elekk, I spent about 20 minutes farming the Bull Elekks near Tuskkar, not one pair of tusks so I check here, see they only drop from Wild Elekks.

Just a little tip if you're bringing up an alt: send your main into nagrand and kill 36 wild elekks (tusks drop every time but they're alone and scattered around the land). Mail the tusks to your alt and as soon as he hits 64, take him to the consortium outpost and voila - he effectively starts friendly with them.

The drop rate for the Tusks is very high got one for each one killed

Elekk bulls don't drop them, only Wild Elekks.

These are a 100% Droprate from "Wild Elekk", a neutral mob that randomly spawns and wanders around Nagrand.

If you collect 3 of them, you can turn them in at the Consortium camp in the southwest area, just above the gigantic crystal mountain, for 250 Consortium Rep per turn-in.

You cannot turn them in past Friendly rep, I believe.

you can hand in the beads at Consortium too for reputation after you have done the quests there. If I remember well, it is Gezhe where you can hand them in, same where you get the bags with the gems :)

Confirmed - ivory tusks can not be handed in past Friendly with Consortium.

BoE too so hopefully the AH has a pile from people who are more then friendly with the Consortium (aye aye!). Wild Elekks only, they appear all over the place, randomly, solo and rarely. So always stop to kill them and grab the tusks, if you hit Friendly, offer the remainder on /1 to anyone whos still looking for them. :)
