This is available from Lebowski in Honor Hold. It is not an item, just click train and train it along with everything else.

It is a very very very very rare spawn. I've bought about 100 Elemental Blasting Powder and only one Tube.

I bought 5 adamantine frames from him already (which of which I only need 2, so the others I can sell because they are used in a quest), but haven't seen a tube yet, nor any Khorium Power Cores&Felsteel; Stabilizers in Area 52.
Almost always when I checked there was someone at these merchants... so it's pretty well known that these 2 merchants sell stuff for cheap, and with the slow respawn and many campers, you'll be very lucky to get what you need.

I just bought this today 4-3-08. I have been camping this dealer off and on for awhile and this has been the first time I have seen this. Auctioneer tells me that it has never been seen before on AH (Daggerspine) so I set my buyout at 55Gs. I'll update this post when and if I sell it.
