The frequency in which one can use instant Healing Surges is less with the Maelstrom Weapon system than it is with the Maelstrom resource system. The concept is still that the player sacrifices damage output for healing.

More testing is required to see if the healing output of this can increase and catch up with better gear, but so far it appears to be a net reduction in healing at a time when Enhancement needed more survivability.

As of this patch (pre-patch for SL), the proc makes a noise every time it procs, and it's driving me insane. I've had to change spec to elemental, because it's so bad. Not that I dislike elemental. I do hope I'm not the only one who gets driven to the Old Gods by this, and I do hope they fix it some time. I was hoping to main my shammy for SL, this constant VVVVZUUUIN! VVVVZUUUIN! VVVVZUUUIN! VVVVZUUUIN! has taken all the fun out of it.

The actual buff applied is Maelstrom Weapon, when an Enhancement Shaman attacks.

Therefore, if you want to track this buff with TellMeWhen or WeakAura, track the Spell ID: 344179.
