Sap is only useable in stealth. Gouge is useable out of stealth. How about paralysis?
Sap is only useable vs non-combat enemies. Gouge is useable regardless. How about paralysis?
Sap has a 10-yard range. Gouge requires melee range. How about paralysis?
Sap doesn't care which direction the enemy is facing in. Gouge does. How about paralysis?
Sap has no CD. Gouge has a 10s CD. How about paralysis?

Gouge is the PERFECT comparison to Paralysis... and Sap is simply wrong.

This ability currently lasts 4s against pvp targets if used from the front, 8s if used from behind.
Diminishing on it also seems to start after the effect has ended, effectively making the diminishing window at least 19 seconds after use, so keep that in mind.

@ iamleein: Only in a PvE scenario. Viewing it from a PvP standpoint, it is nearly identical to Gouge.

If you consider it from a PvE perspective, comparing it to Sap OR Gouge seems foolish, since it's more comparable to something like repentance.

Has the major advantage of being useable to any mob susceptible to crowd control regardless of type. The cooldown is much shorter than the duration, even from face-on.

Is the duration 8 seconds when used from the front in pvp, or is it reduced to 4 seconds so that monks have to use it behind the player in order to get its full effect?

Also, note that diminishing returns ends after 15 sec, the same as the cooldown for the ability.

From the 5.2 PTR notes:

Paralysis is now a physical, non-magical effect, and can no longer be dispelled, grounded or reflected, and its base range has been increased to 20 yards.

20 yard range seems a little low - to use it and be certain to not take aggro, is it not? 30y would be nice like for instance Hibernate.

Its a rogue's sap, that doesnt require them to be in stealth or out of combat

This is a great way to solo a single, tough mob. (Such as a Rare in the world). Paralyze when you're low hp; heal up, let your cooldowns reset and then go for round 2... or 3... or 4....
