Seems like the sort of talent that will become more noticeable the longer a fight goes on for. If the proc rate is as low as nikespawn suggests, it won't be a match for Ancestral Swiftness or Elemental Mastery for PvP, even for Elemental: proccing a double Lava Burst might be nice, but not if it only happens once in a blue moon. I was hoping this might proc a bit more often and off things like Static Shock for Enha, though, to add a reasonable amount of burst.

A: Echo of the Element’s proc chance is 6% for Elemental and Restoration, and 30% for Enhancement.

Elemental Blast is an exception. It only has a 6% proc chance for Enhancement.

Elemental Blast was too weak, so we increased its damage and stat effects by roughly 17%, but reduced its proc chance with Echo of the Elements to 6% for Enhancement (previously it had a 30% chance to trigger an Echo for Enhancement, which made that talent pair too strong).

Being 30% to proc for Enhancement, this may be the go-to talent for PvP (as it's effectively a 30% healing increase, though random).

This synergizes with the Elemental Overload mastery. in other words:

Echoes can Overload, and Overloads can Echo

but there is a tiny little intenal cooldown which means that:
Echoes cannot echo themselves, and Overloads cannot overload themselves.
and the Echoes of Overloads cannot overload, and the Overloads of Echoes cannot echo.

otherwise you could potentially get an 'Echo Bomb' which would be like the old 'Seal of Truth' bug back in February of 2012.

Has it been determined if, when healing, it duplicates the heal onto the same target or a different target? Can Healing Rain Echo? And how does it get logged in chats/Recount? Instant-cast Pyroblast from Hot Streak on Mages used to be Pyroblast! instead of Pyroblast, as example.

Enhancement shaman. I went to a target dummy with my Elemental Mastery. Started my routine and 10 seconds in I activated Elemental mastery. When it expired I got 11327 DPS.

I changed my talent to Echo of the Elements. After 30 seconds, my DPS was 12572.

Echo of the Elements is better for Enhancement shaman's. You might think you'll be missing out on melee swings, but unless you hard capped hit rating, that doesn't really matter much.

If you're combining with Charred Glyph, note that the glyph's bonus to healing will only apply to the first heal. That is to say, if you pop a MW5 Healing Surge and it echoes, the first heal will gain the bonus 100% from the glyph, while the secondary echo will not.

edit: A lot of time passed as well as many changes to spells and talents. Elemental shamans used to have Mastery that allowed them on Lightning Bolt cast to launch additional copy of Lightning Bolt. Echo of the Elements talent used to work similar way as their Mastery. Echo of the Elements could also trigger the Mastery effect. Together with legendary Terecgosa - also copying spells and having chance for Mastery proc... and Lightning Capacitor is just cherry on the top :p

For Elemental shaman's among us
I just leveled my Goblin Shaman to level 60. I chose Echo of elements as talent. I thought it would be nice to do some extra damage from time to time and I didn't found much about it for the elemental spec, so i wanted to test it.
For all players who are excited to finally pick the talent, I think I have to disappoint you all. I've been playing with Echo of elements for 50 min now and didn't notice a single duplication of my spells. I was questing in Hellfire and killing a whole range of monsters: beasts, humanoids, demons... No difference.
I tried several times to kill monsters using only one spell, but didn't got a duplication either. I can also say I killed some 80-100 monsters.

I don't now if it will get better when you get to higher level, but for now I strongly discourage to choose the talent with a elemental Shaman. This was playing in patch 5.0.5 (MoP). Maybe someone else can give some info about this?

The most important info about this talent is proc rate and dps increase.

The proc rate is close to ~7% for ele shams (http://www.youtube.com/watch?v=hBVdSx9XRe4) & ~9% for resto (http://elitistjerks.com/f79/t126899-mists_pandaria_all_specs/p5/) due to tests,

but official info of Ghostcrawler is:

6% for ele&resto, 30% for enh.

This is best talent in tier for dps, which usefillness is increasing with ilvl increasing, while ele.mastery haste bonus is lower.
Ancestral Swiftness is better for resto shammys because they need to fix some troubles in one second :)

As a Resto-Schaman I feel strangely attracted by this talent... All guides normally recommend 5% haste, with good reason, or your personal mini-heroism. Echo is just to random. But still... it makes the glyphed CH up to 24% more awesome. It seems each CH-hit will receive the 6% chance of an echo, which in turn can hit up to four targets again. Not only does it look good, it's quite the smart group heal.

Reading the PTR notes for patch 5.4 today:
Echo of the Elements' spell duplication effect can no longer occur more than once every 4 seconds when used against hostile players, and their pets or guardians.

By looking at those previous posts, proc for resto shaman seems very low, so seems like Elemental Mastery is what should be picked at level 60?

Does any spell or ability proc EotE?

Does it reset the cooldown of the named spells, or just give you a buff that prevents the next cast of the named spell from incurring its cooldown?

Does the UI light up the named spells in your action bar to remind you that they now benefit from the effect?

Is there any other UI effect?

How long do you have to consume the effect before it expires? (i.e. does the buff expire...?)

Can, forexample, an echo'd Lava Burst proc another Echo?

On the question of whether Echo scales with haste:

It's 1.5*Haste RPPM. It did not have unlucky streak prevention, which I just fixed (it now does, in next next build).

As of 6.0.2, this Talent has been seriously nerfed to the ground, especially for Elemental Shamans.

Lava Burst - Useless during Ascendance.
Frost Shock - Outside of PvP, I wouldn't use this Spell.
Earthquake - Confirmed that casting a 2nd Earthquake will make the first one do no damage. However, the animations for both will still show.

Also note that if any of the mentioned Spells are on CD before this Talent Procs, it will not reset their CD.

This is amazing for PvP Resto Shamans. First cool fact about it is that it has a 100% chance proc rate with a 20 second internal cooldown, meaning you can easily track this and choose when/what to use it on.

This is pre WoD release so it might change, but right now the initial hit of riptide hits really hard, and the heal from the dispel glyph hits about as hard. Add that to the fact that dispelling will get a versatility buff puts this in as a legit heal source. Meaning using it on any targeting for the healing/buff as long as there is something to dispel.

Another cool thing is that you can cast unleash life while in ghost wolf. Pre WoD ghost wolf and unleash frost stacked for movement speed. So with an echo of elements proc on unleash life you can potentially double unleash life for a total of 8 seconds of super ghost wolf speed!

Echo of the Elements sims poorly in sustained DPS, and indeed it is a weak choice on boss fights.

It's on the RPPM system, proccing at 3.75*haste RPPM. This means that when leveling, soloing, PvP, and between pulls in a group setting it will essentially proc right at the start of every single fight.

Long story short-- don't take it for raiding, take it everywhere else.

Edit: Changed to 3.75*haste RPPM in late beta.

For Restoration Shamans:
Although Icy Veins dismisses the new Echo of the Elements as a poor choice on Restoration Shamans I dare to disagree.

When paired together with Tidal Pools and Queen's Decree this talent is subjectively more powerful than Cloudburst Totem.
