Picked up this quest but not the other (Rescue from the Shadows) and was unable to turn the quest in because Zul'jarra wasn't in the turn-in spot.
Abandoned the quest, picked up both, completed them and then Zul'jarra appeared where the quest marker is.

Go left at the back of the crypt as you go in to find the stairs up to the named mob

If you were stuck like me and only did this quest, you cannot turn in this quest. (the questgiver won't be there to turn in). If you also accept the quest Rescue from the Shadows than this issue is gone!

I hope whatever loa awaits dem in de afterlife swallows dem whole and grinds dem with its back teeth.

There's only two Loa that actually specialize in death. Unfortunately for Zul'jarra: "Father of Sleep" Mueh'zala was ousted by "Loa of Graves" Bwonsamdi.

Description

But dat is their choice and a path dey chose long ago--a path away from us. I won't let dem live long enough to regret it. What de Vilebranch have done to de Witherbark has gone too long without an Amani response. De mist is not in our way. We can use it to our advantage. We will take a life for all de lives dey took. And make sure dey stay dead.
