Call to Lordaeron was available to my level 60 blood elf mage upon logging in after the 9.2.5 update.

There are certain new questlines in this update purportedly only available to elves or hunters, but from the diverse other races and classes who appear to be on this quest in the phased version of Brill, this particular quest appears to be available to all characters at level 60.

Go to the southwest quadrant of Oribos to find Calia Menethil to start the quest, then talk to the Forsaken Dreadmage standing nearby to teleport to Brill.

EDIT: this questline is available to all characters at level 60 who have chosen a covenant. You can do the questline on any race toon, and upon completion you will unlock the Dark Ranger elf customizations for all elf characters on your account.

To unlock the hunter transmog, you MUST complete the questline on your hunter toon.

After you complete the last quest in the storyline, you get the Return to Lordaeron achievement and the title.

Then all blood elves, night elves, and void elves on your account will have access to the Dark Ranger customizations. This means that when you go into the barbershop, you can choose red eyes and gray skin for your elf characters.

If you got the achievement on your hunter (doesn't have to be an elf), you can then go to your Legion class hall and purchase Ensemble: Dark Ranger's Attire.

You can do the questline on multiple toons on your account. So if you did the questline first with a non-hunter, just redo it with your level 60 hunter to get access to purchase the hunter transmog. If you completed the questline with a non-elf, you still get access to the elf customizations anyway. Log into an elf character and go to a barbershop to get red eyes WITH gray skin (currently if you select the eyes, the skin tone comes with it automatically, and vice versa).

There is no special message for Hunters when you complete the Return to Lordaeron storyline and earn Return to Lordaeron (Hidden Character Achievement)*. To buy the Ranger transmog set, Ensemble: Dark Ranger's Attire, go to Trueshot Lodge in Highmountain (Legion xpac).

Getting to Trueshot Lodge

If you've done the Legion starting quests:

Make your way to Dalaran (over the Broken Isles) using the purple Dalaran hearthstone.
Go up the stairs to the flight point (Krasus' Landing).
Rubel says:

To get to Trueshot Lodge faster talk to Talua, she will teleport you there.

Talua is a Tauren standing across the platform from the flight master. She provides an eagle who teleports you to Trueshot Lodge.
OR see the flight master. All flight master maps in the Broken Isles will show Hunters a flight point for Trueshot Lodge.

Otherwise try:

Using the portal to Aszuna in Pathfinder's Den. Look for the nearby Illidari Stand flight point at 44.7, 43.8 in Aszuna. This is faster than flying directly to the unmarked Trueshot Lodge in Highmountain.

Outfitter Reynolds

The entrance to Trueshot Lodge is at 48.8, 39.2 in Highmountain. Inside turn right. It's dimly lit. Look for the worgen ~~tauren~~ surrounded by other players. Sells:

Ensemble: Dark Ranger's Attire
Pet Training Manual: Play Dead so your pet won't keep fighting when you use Feign Death.
Pet Training Manual: Fetch. Your pet will retrieve loot from your prey.

To return to Dalaran, go up the closest stairs and take the glowing portal back.

Notes: My hunter did basic Legion quests and acquired a legendary weapon before Shadowlands. I don't know how much or how little you have to do to access Trueshot Lodge.

So teleporting to lordaeron is not an optional step.
Also I'm unable to do the pilgrims world event because zidormi is gone until I finish this questline.

This bugged for me; I spoke to the Forsaken Dreadmage to be teleported to Brill. Got teleported but the quest tracker didn't update so suddenly I was in Brill but still had to talk to the Dreadmage. Couldn't progress with Calia and had no obvious way to get back. I just noticed that I had not left a raid group from earlier so that would be why. FML :-)

On a level 60 Dracthyr with no BFA quests and only SL quests. During Winter Veil, I ported to UC only to find out that Zidormi is not at her usual location in Tirisfal Glades.

All my other max level toons and my level 47 Undead Monk can see Zidormi. All quests were either DF or SL, and this toon never did Chromie time.

I went to the Oribos quest room looking for Zidormi. Not f inding Zidormi, I took the quest from Calia Menethil.

The following quests took no more than an hour, and I have never completed them on another toon.

After completion of the above quests, the portals are visible in the ruins including the orb of translocation to Silvermoon.
Translocating to Silvermoon and back will not change your phase.
Zidormi is now visible on the mini map. Talk to her to change back to the past timeline.

I had to ask her to return me to the present time first, then again to return me to the past time line. Go figure.

Calia Menethil seems to have been moved to Orgrimmar in patch 10.1.7, and now offers the quest there instead of in Oribos. Unfortunately, it seems as though Genn Greymane, who offers the Alliance version of this quest ( Eyes of the Wolf ), has not received the same treatment. I have checked the Howling Oak in Darnassus and nearly every square foot of Stormwind City to confirm this, but it seems you still need to complete the entirety of the Shadowlands leveling campaign up until the point where you choose a covenant in order for Genn Greymane to show up in Oribos, and you cannot pick up this quest anywhere else.

As of 10.1.7 Release Day. Undead Warlock 70 lvl. I did minimal quests in SL, just enough to get me to lvl 60, as it was a new toon I started in Dragonflight expansion. As mentioned already, by others, I found Calia Menethil in Orgrimmar outside Grommash Hold, she had this quest for me. Spoke to the guy next to her and was teleported to TGlades. Completed the entire questline and at the end Lillian Voss gave me the Heritage Armor. I thought I would complete this and then move on to another questline for the armor, but it seems to be included for those who had not completed this quest previously.
Note: I did it on a BE Hunter so the achievement said completed, but still had to do it on this Foresaken toon in order to get the armor.

Please update information about Calia Menethil's location as of 10.1.7. SHE IS NOW LOCATED JUST TO THE RIGHT SIDE OF THE ENTRANCE OF GROMMASH HOLD IN ORGRIMMAR. (Thank you to all the comments below in the notes for this information.

If you are in Dragonflight, the quickest way to get this customization and transmog is:

Create a new test character as HUNTER. With this, the character will already be level 60 with the Shadowlands campaign already completed, just needing to choose the covenant.
Take the portal in Orgrimmar/Stormwind to Oribos and take the quest to choose your covenant.
Right after you choose your covenant, the quest that starts this entire Questline will appear, Calia Menethil and Genn Greymane will be in Oribos, next to the NPC that completes the covenant choice quest.
Take the quest and complete to get the Return to Lordaeron achievement.
Once you get the achievement, you will be able to buy the Ensemble: Dark Ranger's Attire for 1000g. At this point you will probably have gotten 300g from quests and items, now just mail the rest of the gold to the test character.
Go back to Orgrimmar/Stormwind and take the portal to Azsuna, the pink dalaran hearstone will not work.
Fly to Trueshot Lodge (Legion Class Hall), in HIghmountain and buy the mog with the Worgen in right side.

I can confirm that this way works, in 30 minutes you can get everything. I got the achievement and the mog yesterday (11/28/2023).

It's a shame you have to go through this questline on every alt just to get the modern Undercity phase.

Quest is bugged for me since my alt never did SL content. I took the quest in Ogrimmar

Calia specifically says to meet her in Brill, so i just took the portal to Tirisfall, but the quest does not advance in any way despite walking up to her and talking to both her and Belmont. I look at the quest objectives: "Speak to the Forsaken Dreadmage for a teleport", and said mage in is in Oribos....

Fantastic job here, Blizz. What's worse is that the reverse portal for Ogrimmar doesn't exist in this instance....

How to complete the Dark Ranger look (horde hunters guide).

1 – You must complete the Call to Lordaeron quest chain, ending with A Walk with Ghosts, on your hunter. If you would like to check if you have completed Call to Lordaeron, run this script: /script print(C_QuestLog.IsQuestFlaggedCompleted(65656)) or if you want to see if you have completed A Walk with Ghosts run this script: /script print(C_QuestLog.IsQuestFlaggedCompleted(65788))

2 – Completing this chain will award the achievement Return to Lordaeron and a title “…of Lordaeron.” If you had already done it on another character on your account you won’t get the achievement because it’s account wide and you already have it, but you will see the text awarding the title to you. You will also get the ability to go to the barbershop on any elf character on your account and change your appearance to have white skin and red eyes.

3 – Note, if you complete this on a nonhunter you will be still be rewarded with the ability to visit a barbershop and change your skin and eye color to white & red on any elf character on your account, but you will be unable to purchase the ensemble for hunters. So if you want the ensemble it is important to do this chain from the start on your hunter.

4 – As of the TWW prepatch, Call to Lordaeron automatically appeared on all undead characters, despite being an old quest. Now, if your hunter is undead that is fine and dandy and you can complete everything, but if your hunter is not undead you did not get the breadcrumb and you must go to Oribos and talk to Calia Menethil on your hunter to start the chain manually if you have not done it (again, see script above to check).

5 – Once you have completed the chain on your hunter you now have to go to your class hall, Trueshot Lodge in Highmountain. If you do not have this open you will have to research that as I don’t remember how to open class halls. But if you opened it in Legion you just need to go to Dalaran (easiest if you have the Dalaran Hearthstone) and go to the platform where the flight path is. On that platform is an NPC with a bird, talk to the NPC to go to Trueshot Lodge. You can also fly there.

6 – You can now purchase Ensemble: Dark Ranger's Attire from Outfitter Reynolds for 1,000g. If your hunter is an elf you can go to the barbershop to complete the look by changing your skin color white which will also change your eyes red.

7 – As a side note, if you do the Call to Lordaeron chain on an undead and have not completed the Forsaken Heritage armor set it will lead right into that chain which starts with Unliving Summons and rewards Ensemble: Forsaken Champion's Attire.

Leveling a new Forsaken mage, I got this quest at 50. "Come, join me in Brill and we can help the Forsaken together." Okay, I used Teleport: UC to get there quick; spawned in the usual place and... immediately died. Cool.

Walked back from the graveyard, and there are no elevators into the UC, so I had to GY rez.

I went to Brill to find Calia, finally found her, talked to her, and... nope, apparently teleporting from Org first is non-negotiable.

Since my hearthstone was still set to Sepulchre from leveling there, I went looking for a portal or zeppelin back from Brill. Nope, none there in this version.

So I went to the Silverpine/Tirisfal border, where there's a "change to X version of Tirisfal" NPC. Not there in this version.

I had to fly all the way to Stranglethorn just to get a damn zep back to Org so I could teleport right back to Brill.

I guess I've learned my lesson never to read quest text, only objective text. Nice design, Bliz.

---

TL;DR: don't teleport (or, I imagine, hearth) to UC while you have this quest, or you'll get killed, have to GY rez, and then fly to the Stranglethorn zep to get back.

You must complete this questline to access the Hallow ends vendor in the undercity as there is no npc to go back in time when your stuck in this phase sadly :(

Today i found Calia Menethil with my lvl 80 Dracthyr-Hunter at "/way 50.74 75.80" in Orgrimmar (Entrance of Grommash Hold), offering the quest. What a nice surprise, finally being able to meet Zidormi again, with new Not-Chromie-Time-Chars/High-Level-Chars.
This is a perfect workaround, as long Fatescribe Roh-Tahl remains stuck in time after skipping the maw, unable to give the option to select The threads of fate

As of today, I went to do the Call to Lordaeron quest chain on an additional character to unlock the past Ruins of Lordaeron and after not being able to see Zirdormi while on the Call to Lordaeron quest, once I picked up The Blight Congress quest Zidormi appeared in my world and allowed me to travel to the past. Hopefully I didn't just get lucky and you don't, in fact, have to do the entire quest chain to go to the past.
