The Thrallmar Mage is highlighted as part of the quest but doesn't offer any teleport for me.

New quest offered by Chromie should you opt not to continue your adventure into BFA content after reaching level 10 if you choose starters island. Not sure if you still get directed to BFA content at level 10 if you choose your racial starter zone.

This one leads into Outland for Horde. Replaces the old level 60 pop-up you got after choosing Outland from Adventure Calls

That said, your first quest here is Arrival in Outland, offered by this dude.

As Kiruvi already said, the portal wasn't there and the referred NPC doesn't help.

Take the Shattrath portal below the large portal room you are standing in.

Move towards the exit of the portal room and on your right, go down the stairs and you will find the Shattrath portal.

I have just returned to WOW from a long time ago, I am level 48 and wanted to go to outland to finsh up my 2 levels to 40. I couldn't find the portal. I found the comment here to go eblow the other portals very helpful as I had no idea they were there.

When I arrived the Thrallmar Mage did infact teleport me to the Dark Portal. Thatnk you to Gant who post the location of the Shatrath portal although I didn't need to use it.

Given the existing comments, this may have changed since patch 9.
As of the current patch, the Thrallmar Mage will teleport directly to Outlands, on the Hellfire Peninsula side of the Dark Portal.
- Head towards the portal rooms at the main gate of Orgrimmar.
- He's in the lower portal room.
- So take a left to head down the stairs when headed towards the upper portal room.
- Talk to him for the option "I must report to the Dark Portal".
- OR if you already found your way to the main/upper portal and aren't seeing the mage, just head back towards the gate and take a right down the winding stairs.

It turns out, the second time I did this (after having completed the quest once in Outlands), that option teleported me to the Blasted Lands side of the portal. In a phase to start the Warlords of Draenor zone.
I had to ride back to Zidormi at the north of the zone to change to the pre-invasion version.
Luckily without incident despite being a fresh L10, in a zone with L15 mobs.

And a further update. After a little more questing in HFP, I hearthed back to Org expecting to take the teleport to the Dark Portal again.
This time however, the Thrallmar Mage isn't offering the teleport.
Instead I had to use the portal to Shattrath behind him.
It could be any one of a number of different triggers to disable the teleport. Including:
- level (I'm now level 11)
- specific quest progress
- or the fact that I changed the phasing of the Blasted Lands

Description

The Burning Legion - an uncountably vast army of demons - has assaulted Outland, the tattered homeworld of the orcs. Adventurers of the Horde are needed to protect what remains of Outland from utter annihilation at the hands of this demonic invasion.

Travel to the Blasted Lands, and pass through the Dark Portal.
