To reach rank 3 with an unshackled ally you need complete dailys, for example:

It seems clear to me - unless I'm missing something - that this is NOT meant to be done in a day. So if you're rushing in with your Horde to get to the point to unlock your tauren heritage armor...yeah. You're waiting.

This quest looks to be time gated with Daily Quests...seems we'll be waiting 3 days for the Tauren Heritage Armor. Thanks Blizzard.

Go to the Calling Conch ( /way 49.78 64.56 Calling Conch ). Click the gear, and pick your bodyguard!

As of patch 10.0.5 this can be done in 2 days by doing all the daily quests available in Newhome and those around the zone marked on the map.

You're not crazy; your Dracthyr won't get this item as the standard reward from the quest -- it doesn't seem to be in the necklace's ability list for Evokers.

Description

We have much to do <name>. However our troops are weary and need rest. Decisions made when tired are often the wrong ones. These "Unshackled" have offered to aid us with what forces they have. If we hope to survive down here against Azshara's forces, we will need to support our new allies. Join one of their hunters and aid them in their tasks, we will remain here and discuss our next move.
