If you've come here looking for help finding where to start this quest, it won't be available until 1/22/19 with the Dazar'alor release.

This is the ninth and last part of He Who Walks in the Light, the 4th and final chapter of the achievement Tides of Vengeance.
The full quest chain, listed below, unlocked with the release of the Battle of Dazar'alor Raid on 22nd January 2019.
You will also need to have completed the three previous chapters before you can do this, all detailed in the achievement link.

1. The Fall of Zuldazar
2. The March to Nazmir
3. Repurposing Their Village and Dark Iron Machinations
4. Fog of War
5. Lurking in the Swamp
6. Zul'jan Deluge
7. Showing Our Might, Taming their Beasts and The Mech of Death
8. Taking the Blood Gate
9. He Who Walks in the Light
That completes the quest chain and awards the achievement.
It also unlocks the quest that takes you into the raid, Battle of Dazar'alor

This is a good example of the grayness in this xpac storyline. A lot of this xpac storyline tries to portray Horde as evil while Alliance are the good guys or victims (or at least a lot of ppl seem to be interpreting it that way). But here's an example of Alliance sacrificing a bunch of their soldiers to win the war. Pretty nasty imo.

If you stay for awhile you can here the draeni Blademaster Telaamon having a conversation with Jaina. They try and make it ok that he sacrifices himself, but leave out all the other soldiers who are going to die (nothing indicates whether they know or not).

I love moral ambiguity in a story it more closely represents real life.

Course, nowadays you never know whether this grayness is intentional or just bad story.

Here's the conversation you'll witness if you stick around after Jaina opens the portal for you.

Lady Jaina Proudmoore says: Telaamon, thank you again for... everything. This cannot be easy, giving your life so that we may defeat the Horde.
Blademaster Telaamon says: I fought the Burning Legion longer than your known ancestry, Lady Proudmoore. I walk with no fear.
Lady Jaina Proudmoore says: You have no fear of your own death? The Horde will do terrible things to you, Telaamon.
Blademaster Telaamon says: All of our paths lead back to the Light... some can be more painful than others.
Blademaster Telaamon says: My only regret is that I will not see this war through to its end. You all have the much harder task ahead.
Lady Jaina Proudmoore says: We will not let you down, Telaamon. Your sacrifice will be remembered.
7th Legion Marine says: Telaamon, sir, we're under attack by a lone darkspear named Rokhan!
Blademaster Telaamon says: Rokhan? I have heard of this shadow hunter. Let us see how powerful he truly is.

After Shadowlands, some of these quests within Tides of Vengeance aren't always showing up on the map. After approaching Jaina and others, I was able to talk to them and get the quests. I assumed they would all appear as available quests.

I (finally) found Master Mathias Shaw to pick up Dark Iron Machinations at /way 31.03 29.55. Maybe I missed picking it up at the same time as Repurposing Their Village, I'm not sure now. Either way, I hope this helps someone else looking for this to unlock some allied races!

Return to Halford Wyrmbane within Boralus.

Description

Shaw reports that Zandalari scouts have been dispatched to alert of our "full assault". We did it, <name>. The Horde and Zandalari will throw their armies at our forces within Nazmir. We cannot let their sacrifice be in vain. We must get back to Boralus and let Halford know it's time to strike. Come, I'll create a portal for us to leave, once we say one final word to Telaamon.
