It's not bugged!

I thought my game kept freezing up because Oculeth wouldn't lower me down the falls.
Just talk to him again and request he do so! ;)

For some reason, Chief Telemancer Oculeth found it funny to drop my poor druid on the cliffs next to the lake with my unavoidable demise as result.
I've never had that happen before (I think this is the 10th character I do this quest on).
