There are Vigil Hill Farmers can be found everywhere within the quest area.
You have to interact with them to "recruit". Seems they dont care about the raid.
Better check out the single building first, 3-4 farmers usually locate nearby.

2. No-Landing Zone	Vigil Hill Refugee - You need to kill 3 mobs: Skullcrusher Cotner, Wiley Jaki and Burnsy the Blade. thay will come on Landing boat one by one.	Vigil Hill Refugee
3. A Desperate Defense	Vigil Hill Refugee - go to see Lieutenant Tarenfold You can find him on west on Vigil Hill.	Lieutenant Tarenfold
4. Farmers Who Fight	Lieutenant Tarenfold - You need to recruit 6 Vigil Hill Farmerto militia.	Lieutenant Tarenfold

The quest title "Farmers Who Fight" might be a reference to "Farmers Fight", which is an old Texas A&M (Agricultural and Mechanical) yell and slogan.

Description

I was hoping for a squad of Proudmoore Academy's finest, but I guess you'll have to do. What we lack in manpower we make up for in courage! Even the farmers here won't give up their land without a fight. Send the bravest of them to me. They will fight better alongside our marines than by themselves out in the fields!
