You have to kill and collect keys from 3 freehold lieutenants: Luna 'Stabby' Roscoe Reed 'The Flirt' Fisc Beckett 'Salty Dog' Ogden.
Luna 'Stabby' Roscoe and Reed 'The Flirt' Fisc is in the west part of Freehold (near Ring of Booty).
Beckett 'Salty Dog' Ogden is in the north-east part of Freehold.

Blizz made a typo in the description, it should actually be:
"Between your skills, Taelia's air support and my ability to aggro everything within a 100 meter radius..."

A WORD OF ADVICE: You will be given an Irontide pirate disguise (extra action button) for Dress to Impress, which allows you to do that one and several others, as you will be neutral to Freehold citizens. DO NOT DO Fairwind's "Friends" until you've done (and turned in) everything else in Freehold. When that quest is complete, you will lose your disguise! It makes it very hard to do the other quests or even just to turn them in, because you'll have to kill everything in your path.

Quests in the main Freehold line: The Keys to Success in Freehold, Raise a Glass!, Rodrigo's Roost, The Big Job and Fairwind's "Friends".

Freehold side quests: Recruiting Efforts, Flew the Coop, Rodrigo's Revenge, Missing Treasure!, Loaded for Bear, The Beatings Will Continue, and Rig Robbing.

Regarding the comment below by Valasca, unless that ability "Call in Airstrike" remains after you complete Fairwind's Friends, you may still find it easier to complete everything beforehand as described. It would be helpful if someone could confirm whether that ability is associated with a quest.

I got stuck between a weapon rack and set of shark jaws, while doing this quest, all because of those fat bastards and their stupid knockbacks. WHY do you let enemies do that, Blizzard? This is getting ridiculous.

What prerequisites are there for this quest? Two of my characters have been through Freehold (the area, not the dungeon) but neither got offered this quest.

Rogues & Ferals: keep in mind that you may be stealthed but Flynn isn't. He will routinely aggro 4-5 hostiles and every fight is with multiples. But he does some damage and the "Call in Airstrike" button does a lot of damage unless you're indoors, so drag any target outdoors. Just don't bother with stealth.

If you can't find Reed 'The Flirt' Fisc where he's supposed to be, make sure you've completed Defenders of Daelin's Gate first. The Ring of Booty is phased and close enough to mess with the building that Reed is in.

The Keys to Success in Freehold

Collect the keys from Irontide Lieutenants.

Description

I've been known to be a betting man, and I'd place good odds on the information we need being in Harlan Sweete's Strongbox. This would be far too valuable to put anywhere else. I bet they haven't even moved the chest. The problem is the security features. See, the chest is locked by three keys and he gave each one to a different lieutenant. We'll need to get those. But between your skills, my finesse and Taelia's air support this will be easy.
