Chromie awaits in Dragonblight, standing on the top of temple.
This quest is the first quest of chain, you only have to see how Chromie dies.
To start the scenario speak wit her and ask to travel to the future.

The Deaths of Chromine quest chain consist of few parts:

The Day That Chromie Dies - this quest.
Rewind - the same one, but you'll have to speak with dragons before Chromie dies.
The Many Advantages of Being a Time Dragon - you'll have 15 minutes to get some info about attackers. Chromie dies when the time ends.
Preserve the True Future - there are four shrines across Dragonblight, you have 15 minutes to stop the attacks.
During the quest you get info that there are also four other attacks you have to stop
The Deaths of Chromie - now you have to stop all eight attacks in one attempt.

If you cant realise what to do in dragonshrines, there are small guides:

Azure dragonblight - slay elementals and loot Darkened Scrap of Vellum. When got 50, combine them to Voidcallers' Scroll.
You'll get Voidcallers' Scroll quest, fly to floating disc, turn it in and defeat Void Gargantuan. Loot Smoldering Chronoshard to open portal to Hyjal.
Ruby dragonblight - slay three elites in the shrine, loot three Soul Crystal Fragment and combine to Soul Crystal.
You'll get Soul Crystal quest, fly to the cave in a tree, turn it in and defeat Talar Icechill. Loot Frozen Chronoshard to open portal to The Culling of Stratholme.
Emerald dragonblight - slay mobs to collect 10 Twisted Fiber and 8 Emeraldine Plume and combine to Nightmare-Catcher. Use it and slay two mobs that channeling to a tree protector. There are three protectors in the shrine, so you have to to that three times. After that you'll get The Ancients' Wisdom. Turn it in near the water next to a bone hand, slay Thalas Vylethorn and loot Gleaming Chronoshard to open the portal to Andoral.
Obsidian dragonblight - get through the cave and defeat Charredbone Goliath. Loot Demonic Corestone and get out of the cave. Turin in Demonic Corestone when leaved and slay Zorathides.
Loot Fel-Touched Chronoshard to be able to open the portal to Well of Eternity.

Great, now some info about instance scenarios:

The Well of Eternity just run it from the end to the entrance and slay Grolethax
Mount Hyjal - get close to Chromie's body and slay few waves of mobs.
Battle for Andoral - during Sky Ablaze With Cannonfire quest you have to defeat enormous gun. It has 80% damage reduction and the same chance to avoid damage.
There are few elites (such as Roobi Skizzelvolt) that drops items to disable those buffs. There are also war-captains which drop Military Explosives. Use that to destroy the cannon faster.
The culling of Stratholme - you have to finish quests: Smoke, Meat, and Pretty Flowers, Yeah, Definitely for the Kids, Holing Up,
For Emery and Fight Plague with Fire. As you done run through the scenario as you run through the instance in CoT. Slay Nezar'Azret in the end.

Becareful when choosing Accelerated Aggression as one of Chromie's talents. She may tank, but she can barely hold aggro, and she barely lasts longer than a mage.

There are 2 Chromies during this and the 1 you need to talk to is in your party. Talking to the wrong one will get you nowhere (she just asks if shes in trouble).

If this Quest is not avaiable for your Alt, try it with Class Order Hall upgrade to Tier 1.
This solved the Problem for me. (thx to GM)

For those like me who spent hours running around trying to figure out how to start this, it begins with a quest appropriately called Chromie. It used to be given by Khadgar in the Violet Citadel in Dalaran (Broken Isles), which is what threw me off and had me chasing various questlines trying to unlock it.

It's now given by Image of Chromie, also in the Violet Citadel in Dalaran (Broken Isles) but up the stairs behind Khadgar and to the right. Pick up the quest, take the portal to Stormwind or Orgrimmar, take the Dalaran portal to Northrend and fly to the top of Wyrmrest Temple where Chromie herself is waiting.

I never played legion.

I had to do the class hall BS and choose my first tier before I could actually start this quest at Wymrest. Basically an hour of waiting for the class hall stuff to be done plus other random things along the way.

I didn't end up finishing the quest. Maybe 6-7 runs of the scenario and killing everything and selecting rep got me to Timelord. I didn't even need the rep boost upgrade that Chromie gives.

Once you take Chromie you have access to the portal from the basement of Dalaran to Wyrmrest Temple (accessible by the transporter in the very center of the city). After you turn it in you lose the portal, but Image of Chromie has a dialogue option "Let's go try to save you again!"

If you are attempting this as an Evoker don't waste your time. As of right now (DF Prepatch) Evoker does not have a class hall and you cannot reach or even start the questline past picking up the Chromie starter quest. As you'll need to complete the order hall quest chain up to the quest Tech It Up a Notch."
