So, you have to check four places in the city:

Ferry Dock - turn left from the boat and talk with Will Melborne standing on a small pier
Tradewinds Counting House - follow the stairs up to the city middle level, you'll see the entrance in front of you.
Snug Harbor Inn - follow the stairs up to the city top level, the Inn is there.
Flight Master - leave the Inn and keep moving farther, see the green mark on the minimap

During Patch 8.0.1.26715 the quest won't account your visit to the Snug Harbor Inn. Did anyone found a workaround?

1. Auto-Accept Battle for Azeroth: Hour of Reckoning	You Need to Fly to port in Stormwind City to speak with Master Mathias Shaw	Master Mathias Shaw
2. The Battle for Lordaeron	Master Mathias Shaw - Speak with Captain Angelica to start scenario Battle for Lordaeron - that will be done in raid group ( 20 ppl ) and is taking around 20-25 min. Durning scenario you will see videos as well.	Halford Wyrmbane
3. A Dying World	Halford Wyrmbane - Fly to Silithus you can use teleport in Stormwind City to Uldum to get there faster.	Magni Bronzebeard
4. The Heart of Azeroth	Magni Bronzebeard - use titan tlanslocator to teleport. After that use Titan console You will see Movie after that speak with Magni Bronzebeard and will start another animation. after all you will get Heart of Azeroth and Have a Heart.	Magni Bronzebeard

If the quest doesn't progress at the Snug Harbor Inn, fly out into Boralus Harbor (south) so the inn moves north off your map. Wait a minute and fly back to in front of the inn. Taelia should respawn and you can follow her into the inn again. The quest may still not progress while inside the inn, after Taelia is done speaking, but will once you move to the door to leave.

If you can't fly, log out at the bank and log back in and that should do the trick.

If you dont want to set your hearthstone to Snug Harbor Inn, talking to the inn-keeper twice will progress the quest.

Soo, i messed this question, not sure what i exactly do, othervise i delete question or leave Taelia before start question, (i was farming gold with my low lvl char, and skip Taelia that time) anyways was able use boat, but because i don't do questline, was unable do portals, which are later questions. (Sanctum of the Sages)
I start questline normal Stormwind, (Tides of War) skip several quests, and arrived Boralus, where Taelia waits, then do my mess, hs back to Stormwind, and chill nonsense, then use boat back to Boralus, and Taelia waits there, but no exlamation mark available. So quest line was stuck, okay, i think it was gone, nothing happens, log out etc. Anyways next i go Darnassus, and surprisingly was able start question Tides of war again, and now questline was able finish normally.

I messed up my phasing by taking the quest in SW then coming to Boralus and immediately doing the mechagnome quest lol. Flying out didn't rephase me and Taelia did not exist, but I hearthed back to valdrakken, relogged, then took the portals to SW and then Boralus and she respawned.

Not sure if anyone else has this issue, but once you visit all four npcs, Taelia follows you around. This is the turn in. It won't show up on your map because Taelia follows you around. Mine was in the air. If you can't find the turn in, just type /tar Taelia and it will show up on your map.

This quest is broken, at lvl 80, I am unable to interact with the Ferry Master in Bolarus, so <Ferry Dock visited> doesn't complete. It just says that I don't know any locations connected to this one and doesn't give me the check for completion.

Oh my god, I wasn't able to find her for ages, but I finally found her. Taelia was missing for me after skipping from Jaina to Boralus. If you go to that Ferry Master at Boralus named Will Melborne, I will show you where Taelia is at to start this quest.

Walk away from him on the dock. Once you get to the spot where you're under a roof, literally turn to your right. THERE IS TAELIA!
Blizzard support and I went back and forth on this for ages with them sending me up down and around, from telling me to talk to Aysa Cloudsinger in Stormwind, to a bunch of other convoluted #$%^. Looks like they can't be bothered to playtest this stuff themselves. But yeah, she doesn't seem to look for you anymore like she used to. You will have to find her.
