The starting quest of "Balance of Power." questline which is a requirement for third Artifact Appearance - first tint.

This quest leads to The Heart of Zin-Azshari wich can only be completed on Mythic Eye of Aszhara.
Right after that, he'll send you to Mythic Darkheart Thicket for Fallen Power.
It's important to not get saved or you will have to wait until weekly reset.

You must have Archmage Kalec as an active champion (follower) to obtain this quest.

My wife and I both play mage and we were trying to figure out why I could access this quest and she could not. After she activated Archmage Kalec, the quest was available.

This quest became available to me after getting my 3rd weapon to level 13.

I'm pretty sure it has 2 requirements:
1) Finish class campaign (3rd relic slot)
2) Collect all 4 Pillars of Creation

I have the quest on 2 characters, either of which has done any group pvp (only a few WQs). My shammy (2nd char) didn't have it at first, even after completing the class campaign. Since my priest had it, I was a bit puzzled and decided to check what I hadn't done yet. Turned out I was missing the Stormheim pillar, so I went and did that. Sure enough, right after finishing that, the quest appeared.

This quest just appeared for me. My current state of affairs as of noticing the quest was there (it wasn't there last night, and I hadn't completed anything significant that I can think of between then and now):

Completed my order hall campaign + unlocked third relic slot (Mage)
Have invested 16 points into my artifact weapon, with a 4.9k AP surplus towards trait number 17
Have NOT done any of the quests to get my other two artifact weapons
Have researched rank 2 artifact knowledge, and will have rank 3 in two days
Am four days away from my fourth order hall improvement
ilvl 827
Have completed all dungeons on Normal, 2 on Heroic, none on Mythic
Have not unlocked my Obliterum forge

I believe that the level of Archmage Kalec as your follower has something to do with when you get the quest, right after he turned green for me, i got the quest.

Archmage Kalec wasn't showing up to turn the quest in after completion. I logged out then back in and he appeared in front of Senegos.

I got this quest on an alt (warrior) while getting alts to lvl 110 and going for the class mounts.
Wasn't sure if this was specific for a few classes but you do not need to do this for the class mount. It's for artifact stuff (obviously).

Here are the steps you need to do in short:

1) Go to Illidari stand and do all quests. They should make you help a demon hunter free others, kill stuff and free a dragon.
2) You'll reach Azurewing repose, do all quests here (going in caves ans such).
3) You'll get 2 quests next, 1 makes you go up (north) and one down. Go up.
The south quest is "Those Who Remember". Ignore this one.
4) You'll have to kill more stuff and you'll meet Runas the Shamed. Do all quests here.
5) The last part is with Withered attacking Azurewing Repose. Do all quests, you'll end up doing "Cursed to Wither".
6) Completing this will make an orange "?" mark appear near Senegos. Go closer and you'll see Kalec.
7) You'll have to go do mythic stuff after that.
