Not currently where map quest marker is, to find him go down into Haustvald, all the way to the end where the open pit turns into a ring. West side upper level you'll find Rollo inside a building on the throne. By this time you should see a gold circle on your mini-map indicating he's nearby.

Gonna just add that the mobs you need to kill to get the Runes are a reference to the characters from the TV Show "Vikings"
Ragnar Lothbrok is the star of the show, Rollo his brother and Floki his boat builder

You can find Runeskeld Rollo in Stormheim at 71.2 38.2 point, in Haustvald zone. There'll be an entrance to the chamber at 71.4 39.0.

This was mentioned on Rune Ruination Ragnar so I'm adding it here:

If you've gotten rid of the grappler (you don't need it after picking it up the first time), and if the quest turn-ins say you need the grappler, either do a /reload for the UI or leave the area and come back and you'll be able to complete the quests.
