If you are dumb like me, you need to DRAG the ship onto the boat silhouette before you can start mission.

To find Rolosh Wavechaser, face away from the docks and go up the hill. Make an immediate left around the bend and he's next to the cliff. TomTom:

This quest bugged for me in patch 8.3.0--twice--on 2 different characters. When I right-clicked the Fleet Command Table, no available mission showed up on the Naval Operations screen. The workaround for me was to abandon the quest, go back to Rolosh Wavechaser (at sea level), pick up the quest again, go back up the mountain to the Fleet Command Table, right click the Fleet Command Table, and then the mission appeared for me to do it.

Description

You're a natural at this, <name>. You've got the salt in your veins. Now it's time to run our first naval mission and control the seas of Draenor!

You will want a high vantage point to plan out these seafaring missions. I know a good spot just up the path behind us. Meet me near the shipyard entrance and we can get started on our first mission.
