Quest currently seems to be bugged on live, it is not given after you finish the previous quests. No way to get it so far it seems...Assuming a bug?

Kinda upset I did 5 naval missions with mission completion orders before realizing I didn't have it.

EDIT: Apparently you need to get honored first with hand of the prophet and then complete "I sunk your battleship" before getting the upgrade your fleet quest...Which is stupid because it makes me not want to do naval missions UNTIL honored (which will be tomorrow, but it's stupid)

EDIT #2: Great news everyone! Once you get honored and learn the blueprints from the vendor, turn in the quest and go back to your garrison you do get upgrading your fleet, HOWEVER it counts all naval missions previously completed! 11/15 for me! (all those mission completion orders saved up!)

EDIT #3: Even better news everyone! Apparently it is fixed to where you don't need honored anymore to pick up the quest, or so I was told, have not be able to personally test it.

Abandoning this quest will cause you to lose all progress on the Naval Mission Completed tracker, even though the first time I accepted this quest it gave me credit for three missions that I had already done prior to the quest.

I think this has been hotfixed. I did not get this on my main earlier but running an alt through the initial quests I got this quest. I have both this and the Battle quest in my log and I have done nothing to gain rep with Hand of the Prophet. I was also able to go back and get this on my main but I have to complete the 15 missions before I can finish it.

A really GREAT trick to complete this; when you get the prior quest Naval Commander use the fleet command table, when the first SHIP quest (just 1minute) It's done collect the reward from the command table but DO NOT turn it. Instead ABANDON the quest. Do it again 13 times. The 13th time TURN IT... and voilá when Upgrading The Fleet appears it's alredy complete.

Why 13 times? Because after Naval Commander you have to complete 2 quest more.

Maybe you cannot use this in your main, but I'm sure that many of your alts can take advantage of this ;)

Also you win the achievement Naval Training Specialist :D

When you go to turn this one in, if you can't for some reason, just ride up the hill toward your garrison. Halfway up the hill, the quest will complete. You just need to get out of the Eventide area.

To be clear this quest upgrades your Shipyard and gives you 2 more slots for ships.

I have been frozen at 14/15 for several missions. Despite completing over 15, my counter won't move.

Apparently you need to complete naval missions successfully in order to progress the quest.
Also be warned that any mission with less than 100% probability of success can destroy your ship. I've just lost a blue and an epic ship that way. There was no popup saying it was a dangerous mission that could destroy my ships.

What category of navel missions you need, to complete it
If you where like me. Searching for information, about. What kind of missions you needed. To complete this quest. The answer is: Any successful Navel missions

I just want to mention that while it originally counts previous missions, if you abandon the quest and re pick it up, it will no longer count previous progress, and when I opened a ticket about this I was told that actually, it counting the previous missions in the first place is the bug, so don't rely on that too much.

I'm really sorry about the inconvenience here. This quest tracking previous credit was a bug, and wasn't supposed to happen in the first place :c I understand it's lame that the progress has reset, but since you abandoned the quest, the progress has to be regained.

Description

You have been doing a great job out there commander. However, we are going to need more experience and resources to upgrade this shipyard. Once we reach our goals, we can upgrade the capacity of the shipyard to hold more ships!
