If you can walk around in Suramar disguised using Masquerade but the quest is not complete, just relog. This solved the problem for me.

You need to have Masquerade for this quest.
You get this spell at ~ 22 quest in Suramar Masquerade.

You don't need to go to the Suramar.
If the quest is gray for you, but you can use Masquerade, then you need to relog or abandon quest and retake it

Hint: collect 5 items that increase your Ancient Mana manapool by 500

I tried relogging and abandoning dozens of times with no success. Then i left my group, tried again and it worked. So try leaving your party before relogging/abandoning.

Progress shown as 1/1 but not actually completed. Re-taking the quest made it complete - I didn't have to go back to Suramar.

So to combine the comments here into a quick TL;DR:

Accept quest
Relog
Log in, abandon
Reaccept, win

Tips
You don't need to go to Surumar if you already have Masquerade
You must relog first. Abandoning isn't the fix, relogging is. Abandoning is the fix after relogging.
If all of the above aren't working, try completing a mission in the class hall.

Abandoning and relogging did not work for me, so I went to my class hall (priest) as it was nearby, then immediately ported back out, and the question mark turned to yellow from grey.

So, if relogging doesn't work, try leaving the city or do something that triggers a loading screen.

If you're wondering what happens when you're close to your Ancient Mana cap when you're handing in this quest, the answer is YOU'LL WASTE THE MANA. I was at 737/800 Ancient Mana and the quest rewarded me 63x Ancient Mana only. The rest of the 1000 mana vanished, there was no mail recovering it or anything. So beware.

I may have unintentionally found a bug with this quest as I managed to complete it by just simply walking into the Barber Shop in Dalaran...

can anyone else confirm this happened for them?

If you're wondering how you get your Ancient Mana cap to 1000 so the reward of this quest make sense you must collect the 5 items that increase your Ancient Mana manapool to 800 mentioned in others comments (300 base + 100 each item) and then you must complete the quest Feeding Shal'Aran which reward is additional 200.

If you need to bleed off excess mana so you don't waste the reward, there's a couple quests that use a lot of it. One is Withered Army Training, which costs 400-2000 mana and resets every 3 days. You can also time this with the quest Hired Help, which comes shortly after the vineyard quest line which you get once you're honored with the Nightfallen. You need 800 mana to bribe Arluin, a shady character in the Suramar ally.

Be aware that the ENTIRE PURPOSE of this quest chain is to force you to go through two Legion heroic dungeons to be able to make a Imbued Silkweave Bag, a 30 slot bag that cost more to make and sell than the Hexweave Bag I spent a few hours getting to the point of this quest: Return to Karazhan: The Big Bag Theory with my undergeared tailoring alt.

If you are like me, leveling Tailor with an alt character, maybe you didn't even start your way to Suramar. In case you missed, here what you need to do in order to complete this quest.

1. First make your way to Suramar's quest, your toon will need to be lvl 110.
Start at Archmage Khadgar on Dalaran with the quest Khadgar's Discovery (Click and you will find all the chains and helpfull comments you need).
Just follow the chain until First Arcanist Thalyssra is inside the cave and it will be complete after Arcane Thirst
2. Start the new quest chain offered by First Arcanist Thalyssra, you will know when you are in the right path when you get An Old Ally
3. Complete the chain started by An Old Ally until you unlock a Mask from the Nightbornes to move safely amongst the elves of Suramar City, the chain is:

Scattered Memories
Written in Stone
Subject 16
Kel'danath's Legacy
Sympathizers Among the Shal'dorei
The Masks We Wear
Blood of My Blood
Masquerade *At this point The Path to Suramar City will be completed and you can come back to level your tailoring

4. Then just follow the chain to obtain Pattern: Imbued Silkweave Slippers from Leyweaver Yaphisteia and Pattern: Imbued Silkweave Cinch from Leyweaver Erenyi or any other Pattern from the Leyweavers.

Note: Remember to have some old mats like Bolt of Linen Cloth, Bolt of Woolen Cloth, Bolt of Mageweave, Bolt of Frostweave and Bolt of Embersilk Cloth in your reagent bank or bags, in order to complete one of the quests that will allow you to craft Imbued Silkweave :D

The tailoring questline is already absolutely atrocious, but to force our alts to do *a lot* of main story campaign from 2 (almost 3!) xpacs ago is nonsensical. I can't believe there's no skip if you've already done this on your main.

If you're standing in Shal'Aran (The base of operations in Suramar) and can't figure out why there aren't any follow up quests, go outside and farm like 50 ancient mana from creatures/nodes. Then go back and talk to the quest givers to feed it to them. Some of the quests require them to not be withdrawing from ancient mana.

Assist the nightfallen of Suramar until you discover a way to move safely amongst the elves of Suramar City.

Description

I recall Lyndras mentioning a guild of tailors within Suramar City. Perhaps they could further our understanding of how to utilize this new cloth.

Unfortunately from what I've heard, they've sided with the demons and anyone opposed to them is to be killed on sight.

You must find a way to move safely within the confines of their city if we're to continue our research.
