To get this quest, you have to craft a Demonsteel Helm (rank 1 recipe) at the Firmament Stone in the south eastern end of Highmountain. Then Muirn Ironhorn (54.6, 84.0), who is standing with the Firmament Stone, will offer you the quest which gives you the rank 2 recipe.

You get to keep the helm you crafted — so can equip it, trade it, or convert it to Obliterum (or vendor it, although that would be very wasteful).

The rank 3 recipe is purchased from the Valar'jar quartermaster, Valdemar Stormseeker in Stormheim (60.2, 51.2) (3000g before rep discounts). Getting to rank 3 means Eye of Prophecy will no longer be needed to craft further helms.

As of now, there is a bug that when relearning Legion Blacksmithing via the relearn book, it falsely grants demonsteel helm rank 2 recipe, even if you never unlocked it with this quest, however this quest's pre req is a hidden tracker quest that you get credit for when you craft a rank 1 demonsteel helm, it must detect creation of the specific spell ID of rank 1, because rank 2 crafting doesnt work to get it,

so if you really care about getting this quest, you need to unlearn blacksmithing entirely, relearn the non legion blacksmithing,
Enter party sync with a fresh character, complete "Strange New Ores" in dalaran smithing shop

it wont list the reward as legion blacksmithing but completing it will still give you legion smithing back as a skill, then you can buy the rank 1 recipe, learn it, craft it and get this quest

Don't tell Thala and Barm, but I do keep a few helm patterns around, mainly for amusement and decoration.

Take a look at this one. You'll get similar results with much less need for raw material.
