This quest, which leads to garrison follower Magister Serena is only available to players that chose to make the mage tower instead of the artillery building in Talador.

This quest can only be accepted if you choose to build the Arcane Sanctum and the true quest chain starts with An Audience With The Archmage.

This quest chain starts with Creating the Ink, which itself starts with At Your Command.

If, like me, you were halway through your Don't Let the Tala-door Hit You on the Way Out achievement then started worrying that the sub-achievment hadn't been completed, don't worry! This quest chain starts far further south of the main quest lines you would've previously done in Talador.

You will also need to complete Vicious Viziers before moving onto The Final Step. It will be given by the same quest giver, and you should be able to complete it while doing While We're in the Neighborhood & Orbs of Power, but do note that the The Final Step will not show up until the Vicious Viziers quest is complete
