By tacololo in the alliance quest : I could not get this quest and the follow up and searched and searched until I realised that you can only get this quest if you chose to create the arcane building.
Posting here as it solved it for me - thx tacololo

Confirmed. If you chose Artillery Strike over Guardian Orb and did not select the Arcane Building during At Your Command then An Audience With The Archmage will not be available to you.

Thanks for helping me understand why I couldn't find this quest line. I was trying to find this because I wanted to get the follower Magister Krelas that you get at the end of the quest chain. I got him on another character and couldn't figure out why I couldn't get the quest this time. The outpost in Spires also has a follower you can get but only if you choose the Smuggler's Den which I didn't know, of course, and it costs $5000 gold to change it. You can buy these followers' contracts for $5000 gold from the npc near that desk where you send out missions in your garrison and then you wouldn't have to change your outpost if you didn't want to. You don't need this quest line to complete all the storyline quests.

I had a hard time figuring out how to change outposts. Got it finally. Talk to Foreman Grobash. He did not have a visual quest for me but when I spoke to him he gave the option to switch. Although once I paid the 5k gold nothing happened. Frustrated I flew back and forth to Zangarra, reloaded screen and finally logged out. This is the trick :). Once logged in check on boardwalk near Grobash (almost looks like a map lying on the wooden planks) This is the drafting table with the option to switch.

Couldn't figure out how to change outposts as Foreman Grobash didn't give me anything. I figured out you need to finish the rest of the main quests in Talador first. I used btWQuests Draenor to track what Im missing and show where to pick up the missing quests. Once you've finished all other Talador quests go back to Grobash and he'll give you an option to pay 5k gold for buildings. The drafting table will appear next to him on the ground in the building entrance. Choose the arcane building and this quest will become available.

Description

Your Arcane Sanctum is coming along nicely, commander.

Everything's built to spec... except for one detail Gazlowe scrawled in at the bottom of the blueprint. "Don't forget to connect the sanctum to the ley line network!"

I, uh... I have no idea how to do that.

I'm sorry commander, but magic just isn't my thing. We did spot Archmage Khadgar and some Kirin Tor not far from here. To the east, up near the mountains.

Maybe we should ask them for help?
