The item you get this quest from is Shattered Destroyer, located on the Terrace of Ten Thunders.
It is a stone head lying on the floor.

They are grey stone statues that are placed around the Terrace of Ten Thunders. Warning, in beta - they did not sparkle, so don't ride around looking for things that sparkle. When you mouse over them, it merely states "Vacant Destroyer", click on it - it will dismount you & you will destroy it. You don't have to type /kick and target it, just right click on the vacant destroyer & you will get credit for this.

This quest is virtually impossible on high density realms, the respawn is so low & the population so high that they are next to impossible to get.

Been here for 1.5h and have yet to even see one, so i cant even camp the spawn location

Unfortunately, it is impossible to even see this statue it gets looted so fast - can anyone upload a screenshot so at least I am aware what to look for?

edit:

Strange, today I went there in the morning - still lots of people around but the statues were everywhere. Did the quest in 40 seconds.

I wonder if there was some sort of a fix applied overnight? Nevertheless - happy I can move on.

I timed one of the spawn spots, in my particular case the statue respawn time varied slightly, but was within the 5-6 minute mark.

Another poor decision by Blizzard, in terms of quests. I've been running around this quest area for about 20 minutes now and I've only seen one statue. It's frustrating to see basic "go do x, y number of times" type quests being so poorly executed.

Very VERY terrible respawn rate. Needs to get fixed soon.

I timed it to be a 5min respawn rate for each statue death.

Each statue spawns every 7-8 minutes after being destroyed. I only know of one location near 48, 16.

I finished this in about 40 minutes and it only took that long because the server started kicking me and I kept getting PK.

I found 2 statue spawns right near the south entrance you initially go into right next to eachother. Kill them as they spawn, leave for 6 minutes and go back repeat. I had to get 3 of them by waiting in ghost form and sitting on top of them.

With a full group and able to survive the PVP you could do this in 15-20 minutes and less if you could incororate more spawn points into your rotation.

Ok guys, here is how you have to do this quest in highly populated servers and not die (bored) trying

First of all, excuse my bad English. Ok? Let's continue...

Know the quest: The target is click on grey stone statues that are placed around the Terrace of Ten Thunders. They do not sparkle, so don't ride around looking for things that sparkle. Make a Group: When you click a "Vacant Destroyer" and get credit for this, nearby people from the group also gets credit, then it's a smart decision to have a group to distribute tasks and have greater chances of getting a "click".

Looking for spawning points: How to detect a spawning point? Easy, look where people are stacked. Once you have it, gathered some information about the point. Is it always the same people? Possibly they are in a group, the statue will be hard to catch unless you also stack your group right in the spawning time. Is there a group of the opposing faction? (PVP servers) They will defend their position at all costs. Be more intelligent and calculate the time to attack just before spawn, no need to win the point, just click and run.

Controlling the spawn rate: The statues have 6 min (approximate) of spawn rate. Knowing this gives you and your group some control about when a statue is next to appear, when it is "safe" to explore for more spawning points, when attacking such opposing faction group that monopolizes a spawning point, etcetera.

Monopolize and stack: Coordinated and informed groups finish this quest in less time. If you monopolize one spawning point, the quest will take ~36 min to be complete. With two points would be 18 minutes, and 12 minutes if you control 3 points.
Best thing to monopolize a spawning point is to stack your entire group, so you will have 5 hands and 10 eyes alert and ready for the spawn.

How I completed this quest:

1: Set alarmclock
2: Go to sleep
3: Wake up at 5:30
4: Knock statues
5: Profit
6: Go back to sleep

When doing this quest, it is important to note that the statues you need also spawn OUTSIDE the marked area ingame, at least in the ruin section south of the eastern side, of the marked area.

If no statues are spawning, it's likely related to them spawning elsewhere and not being destroyed there, which prevents the "instaspawn" from kicking in. I've seen some 6-8 statues in that area at once, all outside of the area marked on the map ingame.

The quest area shown on the map doesn't really incorporate where most of the kick statues are. You'll find a bunch around /way 48 20.
