Just like the Awsome dude, he fights along with you. So i was happy and stuff, although he did crap dmg for a Kingslayer (88 dmg.. lol), i was really really suprised on the last event.

He really died :(..

Minor flaw though, the moment Kasha picked him up, he still had 15k/30k health, no way he could've died because of that. Then again, behing a Kingslayer, he already been revived once by Darion and trying to kill him he has done quite a few corpseruns i asume, why couldnt he do so just now? :(

In case if anyone is wondering, here's what happened after you turn in the They Will Never Expect This... quest and accept Heroes of the Horde!. Of course, massive spoilers ahead.

When you reach the top of the Purgation Isle, it starts.

Kingslayer Orkus says: STOP! GET DOWN, <name>!
Kingslayer Orkus says: Look there, near the map table! The Stormpike Battle Master holds the Alliance battle plans!
Kingslayer Orkus says: I... I have a plan of my own.
Kingslayer Orkus says: I will kill the guard at the table and then I will draw the attention of the trio.
Kingslayer Orkus says: While I have them distracted you get the plans from the guard's corpse. I will call Kasha to pick you up as soon as I see you get the plans.
Kingslayer Orkus says: Do not worry about Orkus, <name>. I... I will be fine.
Kingslayer Orkus says: Tell me when you are ready and we will go!

You then will have to talk to Orkus and tell him you are ready to go. He will promptly jump at the Stormpike Battle Master and kill him in one shot, and then immediately engage the trio at the tower..

Kingslayer Orkus yells: GET THE PLANS AND GO!
Kingslayer Orkus yells: CAN YOU SMELL WHAT THE LOK'TAR IS COOKIN'?

After you loot the corpse and get the Alliance Battle Plans...

Kingslayer Orkus yells: KASHA, GET <NAME> OUT OF HERE!
Kingslayer Orkus yells: FORGET ABOUT ME, KASHA! GO!

Kasha will swoop down and pick you up and fly away very briefly before turning back to pick up Orkus. Orkus has rather low health at this point to signify that he is dying. Kasha brings you back to Tarren Mill, and the following happens on the way...

Kingslayer Orkus says: K... Kasha... you... came back for me...
Kingslayer Orkus says: You are the best friend that Orkus ever had, <name>. *Orkus coughs*
Kingslayer Orkus says: I... I never knew anyone like you. You saved me, <name>. I... I know it's selfish, but I have something to ask of you.
Kingslayer Orkus says: Please take care of Kasha. Make sure she finds a cold place to live.
Kingslayer Orkus says: Somewhere safe...

Kingslayer Orkus dies midflight. Kasha lands in Tarren Mill and High Warlord Cromush approaches you...

High Warlord Cromush says: What happened? What have you got in your hands there?
High Warlord Cromush reads the Alliance battle plan.
High Warlord Cromush says: He... He died to get this here?
High Warlord Cromush lifts Orkus' lifeless body up.
High Warlord Cromush says: Do not mourn Orkus. He died with honor... with pride. He died a hero of the Horde.
High Warlord Cromush says: From Lordaeron to Kalimdor, they will know his name and they will sing songs of glory, praising the fallen champion of the Horde.
High Warlord Cromush says: Know that what you did will save hundreds, maybe thousands of lives. You are also a true hero of the Horde, <name>.

Bravo, Blizzard, for putting in such an emotional quest that actually bought me to tears.

Do not mourn Orkus. He died with honor ... with pride. He died a hero of the Horde.

BUT just to let people know ... if you fail to loot the guy with the battle plans, you can watch Orkus take on three Alliance characters for ... well, for a while, and nobody ever dies and you really can't do anything. You might wonder how I know that.

In which case you just abandon the quest, go back down the path and restart the whole thing. THIS TIME get the battle plans from the first guy that Orkus kills.

If you decide to fight with Orkus he will be able to hold the aggro all the time and you just need to toss him a heal once in a while. BUT, you wont be able to kill Balinda, Vanndar or Bloodfang. You can only bring them down to one 1hp and they will continue fighthing forever.

My game crashed while riding back from the island. I was dead when I logged back in. I abandoned the quest and tried finding Orkus at the shore and the island, but he wasn't there. High Warlord Cromush never showed up in Tarren Mill either, so his entire quest chain is broken too.

Ok...I just HAD to go take screenshots to share with y'all!

Putting the pet on passive, I sacrificed myself to the local Snapjaws and ran around until I found Orcus and Kasha....you now all owe me armor repair money...heh.

If you wait by the Inn, you will see Kasha and Orcus land on the hill just to the South of the Inn as well as on the Gazebo where Malisara and High Warlord Cromush hand out quests.
They then fly down to the lake and circle it, pretty close to the ground. This is the best location to see Orcus with Kasha...I recommend standing on the boat in the lake, as you can see them coming, and take a few screenshots of your own to cherish as well.

... *sniffle*...

After circling the lake, they fly back to the hill just South of the Inn to land and start the pat again.

Should you choose to not sacrifice yourself to Snapjaws as I did, you can still see Kasha flying the pat, knowing all the while that Orcus is still with her.

This might explain why she chose to stay in Tarren Mill instead of returning to Northrend...

When I did this questline in person, after reading about it, I thought it would just end at him drowning.
But no.
I saved him, healed Kasha, and eventually went on to be a hero. We smashed those dumb dwarven faces in, stole the plans, and flew out of there. But...after Orkus died a hero and Cromush called him (and me) a hero.
At this point, I thought blizz would pull a big prank and have it turn out that Orkus had knocked you unconscious when you tried saving him and you dreamed the whole thing...but no. It was real.
I cried.
RIP Orkus, you will never be forgotten.

I haven't commented, or signed into wowhead in over 2 years (noted by how many "anniversary achievments" I unlocked up on signing in just now) but I couldn't let this one go. This quest was up there as most epic story quest I have done, and it was an honor to blow away a few worgen and dwarves with Orkus. RIP my friend. Hopefully they'll put me behind you on Kasha when I die. Lok'tar will be cookin alliance for supper tonight as I slaughter all of them within the realm of Alterac.

Ok, since no one here said anything about what to do, I'll be the one to say something for those who need help with this quest. Once you get to the top of the hill, you will see a battle master standing by a table, and then you'll see 3 Elite characters. They will not attempt to fight you. Dont fight them. When the guy who is with you the whole time through these chain quests shows up talk to him and it will say something like "Im ready to go Orkus" Click that and he will immediatly start fighting everyone. He will kill the battle master first and then he'll start fighting everyone else. Right click on the battle master and she will have the alliance battle plans. then youlll hop on the dragon and be on your way! At first i was confused on what to do with this quest but then i figured out so hope this helps yall!

Well, that was annoyingly entertaining. Currently there is a bug on this quest. I took it twice with the exact same result. In the same place too. After Kingslayer Orkus says: I... I never knew anyone like you. You saved me, <name>. I... I know it's selfish, but I have something to ask of you.

And this is where I get kicked off of his dragon and dies. Twice. Instead of him. Since he's a little twerp I fully expected something like this to happen. But when I didn't get my XP after reviving and he freaking FOLLOWS ME EVERY WHERE, I kind of birthed a clue that, you know, this isn't supposed to happen. I abandoned and took the quest again.

I can't go back to the very beginning of the quest line, I've tried. I've had other friends try to help and nothing's worked. When I re-take the quest, I had to swim all the way back to the island, everyone's still dead and Orkus kills the map holder NPC. Then as we're escaping it happens again just after he says that.

So I contacted a GM. Still waiting...and Orkus is still useless baggage, following me around.

Edit: Oh, did I mention armor damage adds up? I want my 3s back.

Edit1 child of Edit: I abandoned the quest for a 4rth time and this time no where near his original place. He shows up, right next to me, with that bright yellow ! mark and follows me no matter where I run too. -_- I even flew across the map and he shows. >_<

Quest is bugged. Orkus just follows me around doing nothing, cant see the NPC in Tarren Mill. Tried to abandon the quest and do it again - got kicked off the drake on the way back to Tarren Mill. Opened a ticket and waiting for a answer on how to complete it.

LE: I was able to complete the quest a few minutes later. I had to abandon the quest and fly towards Undercity so i lose Orkus then fly back to Hillsbrad and only accepted the quest when arrived to Purgation Isle.

I found the first quest in this quest line at random and had no idea what I was in for when I helped this "drowning" idiot out of the water. It turned out to be one of the most awesome and emotional quests I've seen so far. It would be nice to be able to keep Kasha as a mount, but I knew that was too good to be true, especially for such a low level quest. But this quest is still definitely worth doing. Great job on this one, Blizzard. RIP, Orkus.

I assumed there would be a follow-up quest, where you take Kasha up to the Alterac Mountains (snowy, thus cold) to find a home for her. It seems she found her way in that direction on her own, but it still would have been nice to have been involved with that.

If you are a high level player with a flying mount you may experience a confusing problem trying to complete this quest. You receive the quest from Orkus somewhere on Purgation Isle. If you fly straight to the top of the island Orkus will follow you but the alliance NPC's will be nowhere in sight. Also, you cannot start the event by talking to Orkus.

Instead of flying straight to the top you should follow the path by walking or riding as if you didn't have a flying mount. When you get near the top you will notice that Orkus slows down starting a scripted event (following the path on the ground triggers the event). After a short while you can talk to him. He will charge and kill the battlemaster which you should then loot to continue the scripted event allowing you to complete the quest.

Do not tell him to attack while mounted, the Stormpike Battle Master will be unattackable, even to Orkus, he will continue to run towards the trio, who aren't attackable either. Dismounting then does not help, as the NPCs do not engage in combat, and the Battle Master heals full/evades after every hit.

Make sure you're not mounted up when you start this event. I was and it bugged out, dismounting seemed to fix the problem.

Once you lead Kingslayer Orkus up the ramp, you must loot the plans from the Stormpike Battle Master. I didn't do this, I beat the three elites down to 1 health before I read back through the chat line and realized my mistake.

I went back and was working on the Loremaster achievement with my Lvl 61 Shaman. Like a dolt I rode up to the top of the road and wondered what was going on. Then I talked to Orkus, he charged and the big battle began. I completely missed looting the plans and the fight raged on.. and on... and on. I finally dropped the quest, figuring I'd skip it. When I went back to Tarren Mill, the NPCs were as RotJ described and I couldn't turn anything in.

Lesson Learned!

Thanks for the tips about dismounting and what happens when the game crashes. Both provided helpful info. I re-did the quest, got the Battle Plans and finished the quest. I agree with the other posts here, this is likely the most memorable quest line in the game.

When I accept the quest, nothing happens. I have it set to accept in my log, but the NPCs are just standing there looking at each other. I can't click on anything or anyone!

I tried abandoning it and taking it again, but all that happened was the enemy NPCs disappeared and didn't re-appear when I re-accepted it. And this time Orkus is following me instead of staring at the bad guys. WTF!

I was always disappointed when I learned that Blizzard wouldn't let players honor the last request of Orkus. There really should have been a quest after this one that sends you up to Alterac Mountains with Kasha, helping her find a nice cold place to live the rest of her life.

One of the best quest-chains in 1-60 in probably one of the best Cata 1-60 zones. The quest was fun all around, it had humour and serious points, it had a cinematic, good quests, a touching ending, and good awarding blue gear that is useful for twinking or leveling without heirlooms.

I really wish they'd let you take Kasha to find a new home or make it a rideable flying mount which can only be used in Hillsbrad on characters you've completed the quest chain with.

Not sure about the rest of you, but as of June 23/2013, this quest is still bugged. I got kicked off the mount on my way to Tarren Mill and was unable to complete the quest. Try to abandon quest, lof off back on, exit game log back in to "reset" quest but none of that works..

I can't be the only one that thought right after the dramatic moment was over his body was going to disappear and he was going to pop back up because he had released spirit and run back to his corpse like a 'real' adventurer, likely complaining something about how the reward for the quest wasn't enough to cover his repair bill, right?

Instead I got a kick in the feelings and left that way. Nice touch by Blizz in having him ride his undead dragon around forevermore.

As of the new patch this quest is glitched or bugged one of the two. you can accept and start the quest but you cannot acquire the plans from the stormpike battle master. i have even reset my UI just in case and no joy so now im stuck because i have to complete this in order to be able ot move on in the game.

This quest is bugged as of 6.0.2

Orkus will leap and kill the Battlemaster and you will not be able to loot the plans. In order to get around this, do the following:

Aggro the bosses by attacking them. They will not deal damage to you
Speak to Orkus to let him know that you are ready for him to attack.
Quickly turn and attack the Battlemaster before Orkus can leap to him. Orkus will run to fight the bosses and the Battlemaster will sit in the same spot and regen health making him unkillable for the moment.
Run over to near where Orkus is fighting and hit the Battlemaster with a ranged attack (you might have to do this twice to get him close enough.)
Once he's close enough, the battlemaster will no longer regenerate health and you will be able to kill him, loot the plans and complete the quest.

Just looted the Alliance Battle Plans from the Stormpike Battle Master, YOU have to kill him, not Orkus in order to be able to loot him. At least that was my solution.

Quest still bugged as of this posting. Thanks to the fellow commenters for their work-a-round. Here's what I did to get to done.

1. First aggro the bosses to near the table where the battlemaster is at. I could only pull the dwarf and worgen.
2. Speak to Orkus to let him know that you are ready for him to attack.
3. Attack the battlemaster first before Orkus tags him.
4. Kill the battlemaster. He will be lootable now.
5. Once you pick up the battle plans the drake should swoop you up on it and the quest should wrap up that way it's suppose to.

*You'll never take damage so don't worry about it. Rinse and repeat if necessary by abandoning the quest if needed.

What worked for me was tagging the Battlemaster before Orkus killed her. Then I could loot the plans off of her.

If Orkus killed her then I couldn't loot her.

As of right now there is no way to complete this quest. If Orkus attacks, the Stormpike Battle Master will die. If he does not, then it will evade every attack. I've been working on this for nearly a day now on a rogue and there has been no way.

-EDIT- Not even kidding, seconds after posting this I tried again and went Stealth. He skipped over the target and I ambushed it, killing it and looting the target.

I was able to kill the battle master by following the tips below, but once I had the battle plans Kasha never came. :( Frustrating. And now Orkus is following me all over Hillsbrad Foothills.

OK. So this quest is bugged but I luckily found out an easy way to complete the quest as a low level Rogue.

1. Wait for Orkus to give his talk.
2. Get as close to the Battlemaster as possible while still being able to talk to Orkus.
3. Open up the talk dialogue with Orkus and turn around so that you're facing the Battlemaster
4. Click on the talk dialogue so that Orkus attacks.
5. Throw a dagger at the Battlemaster (I have mine keyed to "9").

The dagger reaches the Battlemaster before Orkus. Orkus doesn't kill the Battlemaster, who runs at the player but doesn't attack. The Battlemaster "evades" all melee attacks. But the player can now back off and throw daggers at the Battlemaster, which he does not evade. It takes a while but he dies after 30 or so hits. The he can be looted.

I had to put the Battlemaster on Focus and move it up by my quest, so when I told Orkus I was ready I could quickly target him. I had my instant tag spell assigned to the 1 key. Clicked ok, clicked his focus frame and hit 1 before Orkus could get his charge off.

The quest is still bugged, but I figured out a way to glitch it on my warlock. This is likely to work on any class that has a thrown ability.

1. Aggro the Battle Master before Orkus.
2. The Battle Master will run at you and stop when adjacent to you.
3. Run toward the table and shoot a wand (or use a throw ability) at the Battle Master.
4. The Battle Master will start running at you, at this point, kite the NPC toward where Orkus is battling. Make sure the NPC goes right into the fray (Orkus' demoralize will aggro the Battle Master I think).
5. The Battle Master will start fighting Orkus.
6. When the Battle Master has demoralize debuff, start trying to kill that NPC normally.
7. At this point, I killed the Battle Master normally and took the plans.

Again, the only way I was able to make this work on my warlock is with a wand. All the other abilities do not make the Battle Master run at you.

Hope this helps some until Blizzard decides to fix this ugly bug :)

As of 29th Nov 2014 this quest is BUGGED and IMPOSSIBLE TO COMPLETE

Despite advice given on this page previously, it is NOT POSSIBLE to obtain the plans regardless of what you try to do. You can not attack any of the boss mobs, or the dwarf battle master who is supposed to have the plans AT ALL. Clicking on these and attempting to fight/pull aggro results in the "can not attack that target" message.

If you have started this quest, you are STUCK HERE until either the quest is fixed or (hopefully) a GM can credit you with the required item to complete it via a TICKET

***********************IMPORTANT PLEASE UPVOTE***********************

This is going to be long-winded, for which I apologise in advance. However, it is necessary to complete this quest. This solution is valid for Paladin (my char) and should also work for ANY CLASS WHICH CAN AGGRO THE DWARF BATTLEMASTER. It helps if you can do some damage, but it should work even just for aggro.

Okay, so I managed to complete this quest, after running around like an idiot for an hour or so. This STILL NEEDS A FIX THOUGH coz this is what I had to do:

DO NOT ABANDON THE QUEST.

Instead, wait for the scenario to reset again.The minion returns eventually at 1hp after the bosses despawn, as he is impossible to kill. At this point, the minion will wander around aimlessly a bit. Then there's a long wait, but eventually the bosses, and more importantly, the Dwarf Battlemaster spawn in again, and the minion will return to where you both started.

After a moment a speech bubble appears noting he is ready for the "let's do this" signal. In effect, the scenario has restarted without having to abandon the quest. Please note, this may take some time. If there are other players questing in the area, their arrival can SOMETIMES trigger the reset faster. Don't rely on that though. I was here for four or five resets trying to to figure out a way to fix this.

After the initial assault - and the reason why you DON'T ABANDON THE QUEST the minion is slower to attack. You can target the dwarf battle master and hit it well before the minion does, after which he will switch target to the bosses. As a Paladin, I hit the mob with Judgement. It didn't kill him but did some damage.

Now you have your own personal hostile mob that refuses to die or attack. All melee attacks will be evaded. Occasionally long range attacks will hit, and do some damage but the mob ALWAYS heals to full before it dies. Thankfully, it never damages you either, but you will never lose aggro.

THIS IS IMPORTANT

If you walk away from the mob, it will stand there, glaring at you, but refuses to move or attack. If you attack it, it will run after you, but once arriving at your position, forget it's intention and just sit there glaring at you close up. If you are bored, you can play "kite the dwarf" for however long it takes the scenario to reset.

Eventually, the bosses will despawn again, and the minion will get get bored, and wander over to join you and reset the scenario. But, since you already had a bugged, aggroed, hostile, pacifist dwarf Battle master with you, the minion think the scenario has ALREADY reset and will return to fight the bosses.

Finding they are not there, he will sit down and sulk.

Go sit down next to him. By kiting the dwarf battle master over within target range of where the minion was, hit your Judgement (or class based long-range target spell) again, renew your aggro, and the mob will run over ready for the "self-heal/never fight/never die" play again.

HOWEVER

This time, as the minion had nothing else to do, he will help fight the dwarf battlemaster - his damage is PERMANENT so the mob will die and FINALLY you can loot it for the plans. The minion will call for his dragon and fly you out to complete the quest!

As this quest is still bugged and I couldn't manage to aggro the other bosses as suggested in another comment, here's how I managed to complete this:

Talk to Orkus and tell him you're ready to start, then hit the Battlemaster before he does, while he's running up to him. Orkus will leave the Battlemaster alive and run off to the other three, and the Battlemaster will heal to full and then just stand there and won't attack you.

Now you need to do as much damage to the Battlemaster in as little time as you can, since he'll keep healing back to full repeatedly. Probably not an issue if you're max level, but I was doing this quest at level 28 with unremarkable gear, so it took awhile of trying at it...still doable, though. You can then loot the plans after you've killed him.

Just finished this quest on an alt, can confirm the work around works , but you sometimes have to make a few attempts to get the frost drake to come pick you up.

One thing I did think of doing it is Orkus' last request: for us to find Kasha somewhere safe and cold to live. We've got a whole military base in a very cold place on Draenor now. It might be nice to see Kasha floating around there every now and again.

As of right now this quest is bugged. Everything works up until Orkus kills the Battle Master, at which point the body can't be looted. I've abandoned and retied this quest 6 times with the same results, even going as far as leaving the zone for a few days and coming back. Left bug report and still the same problem after a week so I thought I would post this up to warn others, that you will be stuck with Orkus for the duration of your time in Hillsbrad Foothills. Yes he will follow you if you leave him fighting there, or if you abandon the quest again. Good news is he will not hinder you if you are a Rouge, it is just annoying to have his bulk following you everywhere. Maybe you all will have better luck. Happy Questing!

The strategy is simple:

Hit the Battle Master before Orkus hits the Battle Master.

This is very easy to do with a thrown dagger.

That's it. No more problems. Quest is completed.

Undead Monk, level 27. Took a few attempts to get to battlemaster before Orkus. Tab to select target, roll instant, and some punch did the thing easly. Battlemaster is regenerating health in a fast pace, byt has about 600hp, Touch of death did the thing too. Even when bugged is doable. But let's hope Blizzard will repair it for future adventurers :)

Quest is bugged due to pet bug/anti-bot feature - basically when your pets get kill without you tagging you get nothing.

To pass this:
1) Hit battlemaster first.
2) It will evade, if you can kill it in one shot - fine - if not...
3) Kite evading mob to main fight - it will die from aoe - just make sure to keep him tagged all the time.

This quest is further bugged as of 1/17/15 in that if another player is on the same quest and has a pet you can see them (but not the player). They will aggro the bosses and then you and Orkus can't attack anyone. AARRGGGHHHHH

If you're having a problem with the NPC's not reappearing after you abandon and accept the quest again, you need to walk down the path a little ways before accepting the quest again. Where you abandon the quest will have no effect on this. When you go back up to the spot where Orkus tells you to stop and wait, the NPC's will have returned to their original places.

I think this quest is bugged or something. I've done it before on two other toons back during Cataclysm but I just recently rolled a Rogue and am at it again. However, now when Orkus kills the Stormpike Battle Master, I can't loot the plans off of him and Orkus is left in an endless fight against Ivar and the other two until I abandon the quest and reset everything. I've sent in a ticket to Blizzard days ago and heard nothing back.

I have figured out how to finish easily even thought there's this bug going on.
To be able to loot the Battle Master you have to hit him before Orkus one-shots him. If you are ranged it's not that hard. If you are melee talk to Orkus and without telling him your are ready walk towards the Battle Master. Orkus will follow you and when you are near activate the quest speech so that the Master is now killable; hit him and loot him.

Hitting the battlemaster before Orkus can cause the mob to not die. Orkus goes to quest mobs and the battlemaster will just stand there, regenerating health. Luring him off the spot (sheeped) made him again killable.

Created an account just to comment on this quest and hopefully save y'all some trouble. I've done this a bazillion times with various 20-29 twinks and it's worked every time.

1) Run up the hill, accept the quest and log out.
2) Log back in, let Orkus talk (you may need to run down the hill to get him to respawn), tell him you're ready and then do nothing. Thats right, nothing.
3) The quest will play out exactly as intended
4) You should be able to loot the battle plans and move along.

As of this date 09/25/2015 I have taken my lvl 20 Hunter, Warlock, Shaman and Rogue on this quest line.

If you are on a starter account make sure to spend all of your money first. You will get the 10 gold back anyway.

On Deathwing server, I had to do the Hunter 2 times. I did as was told hit the battle master first but quest bugged. What worked for me on all of them, was to target the Captain and hit her first. On the Rogue I stealth and ran up and attacked her after Orkus had already engaged, but it did not matter. Then run over to the Battle Master and loot the plans. Kasha will then pick you up.

Don't attack the bosses if you are max level. They do not drop below 1 hp, and additionally it causes you to be unable to see the loot -- at least that's what happened to me :)

Talk to Orkus and he will kill a trashmob first, underway to the 3 bosses. This is the one you should loot for the plans asap.
Thats all you have to do. The rest will play out by itself.

Annnnddd this quest is still bugged. I did the work around and got the battle plans, Kasha came and picked us up and started flying off. Got to Tarren Mill and I dismounted Kasha and fell to my death. Orkus is following me around everywhere and can't continue quest. Making a ticket I guess. Wonderful example Acti-blizz of devs fixing a known issue... "soon™".

I can happily report that as of right now, 8.2.5, this quest works with no problems whatsoever. Head up the hill with Orkus, he will tell you to stop when you get close, and to come talk to him about his plan.

Do that, he will kill the NPC guarding the plans by the table, then engage with the Stormpike leaders. Loot the plans from the NPC, Orkus calls down Kasha, you are flown back to Tarren Mill, all is well.

Something ive boticed nobody else ever seems to notice but...
When Orkus dies, he actually puts his hand on your shoulder when he asks you to take kasha somewhere safe.
This isnt a standard orc death animation he also has his other arm clutched to his chest
He puts his hand on your shoulder to ask you to do this one last thing for Kasha
Broke my heart seeing that years ago.

If this quest seems bugged to you follow these steps

Accept the quest at the bottom of the hill. Run up the path to the stop with the quest npc. This will start the 'event' for this quest. Once he has spoken, talk to him to start the event. Loot the item from the npc he kills.

If you don't follow this step then the npcs and event will never start. You can abandon quest and accept it again
