At level 20 when this quest becomes available, your Charmed Ancient Bone Bow will provide the same +2 agility but gives 1 hit (0.46%) and 1 crit (0.31%) instead of 2 stamina. Definitely worth the time if you're leveling without BoA gear, but the Bone Bow is slightly better.

It seems that when you turn this quest in, Kaja says:

"Ormak told me to expect you, (Name).

These materials you brought from Shadowfang Keep are no common things. They will invest your weapon with great power.

Your bow is complete, (Name). I hope it will serve you as you have served the Horde."

However, this quest does not (seem to) end at Kaja, so she will randomly say this when no one is interacting with her.

Edit: After asking the player on my server who had turned it in, he said he indeed turned it into the NPC in the Valley of Strength and NOT Kaja.

You can get the Deathless Sinew from trash mobs in the beginning. They seem to have a 100% droprate for it (as long as you have the quest of course). Moontouched Wood can be found in the courtyard and later on in the dungeon too. And of course the scope drops from Lord Godfrey, the last boss in the dungeon.

The quest is turned in at Saru Steelfury, he is a blacksmithing trainer in the blacksmithing building in the Valley of Honor.

Go to Shadowfang Keep and obtain Godfrey's Crystal Scope, 5 bundles of Moontouched Wood, and 5 Deathless Sinew.

Description

You have picked up the ways of the hunter quickly, <name>. Your skills have made you a credit to the Horde and an example to the younglings.

As a reward for your progress and hard work, the warchief has commissioned his personal bowyer to create a unique weapon.

The cursed Shadowfang Keep in Silverpine Forest is the only place to get the materials we'll need. Travel there and retrieve the scope from Lord Godfrey's gun, a supply of moontouched wood, and sinew from the ghouls and geists infesting the keep.
