Simply click the quest item and it will create an illuminated ball floating near your head.
Swim through the kelp/seaweed/coral and the fish will come to you.

I had originally thought this was only the tall blue stalks of kelp, but found better luck in the reef and the blue ball-looking plants.

You cannot use the quest item while Shapeshifted. Took me about 10 minutes to figure it out when I tried using it and got Invalid Target. :/

I recommend using friendly nameplates, it will make it much easier to see where they are.

You can also use /tar Underlight Nibbler to help you find them.

I had the best luck with the blue or purple coral-looking plants. They're hiding at the tips of the stalks, swim to a tip and hang there for a half second. You should hear a bubbling sound and see an emote "Underlight Nibbler is attracted to your dangling lure!" Then you automatically loot the Nibbler.

I'm submitting a screenshot, since it helped me a lot once I knew what I was looking for.

In addition for the above, for Horde players: Not working with Faded Wizard Hat. Make sure you right click the debuff before using Fish Hat, otherwise you'll get an "Invalid target" message.

The fish can be found on the blue coral. Look for them in the black spot at the top be sure to have your hat on to lure them pick a spot and just let them keep spawning make your rounds and your done

You might want to consider not turning this quest in.

The quest item (Fish Hat) you get will put a little spark in front of your head. The quest item is not restricted to any zone as per current pach, so you can use it to get a spark above your head.
It's a cool stuff, especially for feral druids :)

I'm going to hold on to the quest item until it gets nerfed :)

The lure on your head will disapear if Deathbringer`s Will proc and you shapeshift. Had some truble with this quest before I notised. Unequipped DW and put on friendly nameplates as before mentioned, and the quest was very easy.

In case it's hard to tell from the screenshot, you're looking for very small green-yellow fish that are zipping around in the coral. Note that they don't travel in schools - you'll have to go one-by-one.

I had the "Item was not found" error, but I found that if I clicked the hat enough, my character was wearing it, but didn't show up in 'head' slot.

It seems that now, once you accept the quest, you automaticaly are wearing the -very fashionable- hat, even when clicking on the item in your bag will get you an error message. It will not show in your head slot, but you can see it on yourself or on your portrait if you're not sure. Or check for the "Lure" buff.

Turning on friendly name tags didn't really work for me because the whole sea-moving-in-3D gets me confused and I would just stand in the wrong spot anyway.
But standing in the luminescent spiky coral plants will just work fine, you'll get a "Underlight Nibbler is attracted by your dangling lure" message and the fish will hop in your bags by itself. If that doesn't work, I found that there's one on top of every tube of the bigger plants around, the top of the plant is dark and you can see the fish sitting there. They are really tiny fishies though.

At first I thought this was a quest where the mobs essentially spawn for you when you're in the appropriate area. Turns out they're actually already everywhere... just look for small fish that you'd probably dismiss as Critters normally.

As well as the seaweed, I had great success in finding them "hiding" in the concave recess at the end of the coral stalks (I think that's what those are... heh).

There seems to be a small glitch if you accept this quest while mounted on a sea turtle - the small ball of light gets attached to your mount instead XD It's actually rather cute.

I'm having a problem in this quest. If I get into a fight while collecting the fishes, once I leave I'm not able to keep collecting anymore. I think it has something to do with shapeshifting (I had Deathbringer's Will equipped).
I tried unequipping the trinket and somehow it worked. Not sure it is really related or if it was just coincidence.

They sit in the middle of the white tube-like coral' top part. You need to have "Lure" buff to collect them. I found it vanished once been stuck in combat so had to abandon the quest and re-take it from Orako.

I swam around at first with the lure on and didn't get crap. But then I looked for coral. If you go to the top of the white coral pillar things you'll usually find a fish on top waiting to be collected.

Just go to 43, 58 and sit there for a while. They come to you...and respawn. It may seem like it takes a longer time, but it really doesn't, because you don't have to go all over the place.

They swim atop of the openings of the Corals. You just need to swim around and they follow you :>

The coral stalks at 47 51 are indeed the best place, they spawn at the dark tops and just sit there easily visible, just keep swimming to each tip as they respawn almost instantly, I was done in a matter of minutes.

By the way if you have a Savory Deviate Delight on, the hat won't work so take off any similar buff before trying.

I found out that if you make a macro (/Target Underlight Nibbler) and then put a symbol above their head then all you have to do is look for that symbol... simple

I have having a totally different issue. The hat the quest gives me isn't even a useable item. It shows the item like a actual quest item you would get from a mob. I've abandoned the quest like 4 times, and it keeps giving me the same un-usable quest item.

A rogue can do this quest while in stealth. Fishes will still be lured by you.
As many have said, just turn on the friendly nameplates (CTRL + V) and swim while stealthing and you'll get this quest done in a heart-beat.

The coral is definitely the best place to go looking. Easy to avoid aggro and almost every tube has a fish in it.

Not sure if it's been said already, but it seems they hide at the dip at the end of the large lengths of purple coral. Just swim from dip to dip and you'll finish the quest much faster.

A heads up: If you have any costumes or masks on (not sure if both or either) from Hallow's End, the light wont appear on your helm. I dismissed all my masks & costumes I had and it worked for me.

Kind of bugged right now, it doesn't work and "you cannot do that while swimming" is spammed repeatedly.

Logging out and back in however seemed to fix it.

The item you get in your inventory (Fish Hat) is not "equippable" - it's just a quest item. But as soon as you take the quest your character should have "equipped" the hat automatically. You can tell by seeing a small glowing orb above your head.

The "underlight nibblers" I found are most frequently around the tip of the purple and blue tube-looking corals. Usually one tiny fish resides at the tip of each tube. Swim nearby it and you'll automatically "attract" them. One of the comments said you can turn on Friendly Nameplates which will let you see the name of the fish above it, but that didn't seem to work for me, but you can try by pressing Shift-V!

Two things. Works while stealth and remember you have to swim up higher, they're closer to the top of the corals and plants.

Description

Here, I got you this hat. It has a light on it, and it will make fish follow you. Just like the murlocs!

The murlocs like to hunt in the kelp and coral along the sides of the canyon. If you put on this hat and swim in that kelp, you might catch some fish like they do.
