Coordinates for the quest spot is (73,78) but you'll have to go around all the way towards east. The start of the path is located at (79,81) near a bunch of Krom'gar Marauders fighting with Grimtotem Mercenaries.

I found the quest text somewhat lacking as far as how to get up there. There's a ramp at (72,81) that will allow you passage, although it forces you past three Grimtotem mobs (one of which is elite) and then puts you out on the Alliance side of the camp, where even at level 80 I aggroed the PvP-flagged guards. There's sure to be a better way up, but if anyone needs to get up there somehow, some way, this'll get you there.

Edit: As cribby points out below, the correct and safe path up is actually at (78,81). Rate him up. :)

There's a horde banner at the Unearthed Grounds, 73, 78. This is where you release the Kobold Army. To get there - There's a nice safe path in Greatwood Vale - 78, 81.

From Camp Aparaje - or where you enter Stonetalon from the Barrens - it's called Stonetalon Pass. As you continue, it turns into Greatwood Vale. Eventually you'll hit Camp Aparaje.

There's a path to the right that leads you thru a bunch of alliance/horde battling. Northeast of the fighting is a path that leads you to the Unearthed Grounds. Keep following the path(s) up and eventually you'll reach the banner.

The kobold army will attack Alliance players, even if they are not pvp flagged haha :)

There was this NE fighting some mobs near the Horde banner, when I used the horn, all the kobolds spawned and killed him in no time ... priceless :)

For some stupid reason I was permanently in combat after releasing the kobold army.
The ususual workarounds (run far away and kill something) did not work.
Could not log out, had to ALt-F4 and relog.

The horn can be cast while your character is stealthed. An amusing subtitle for it could be: "The Corpse running retribution paladin who was slow to catch on."

I personally found the directions above a bit confusing so this is how I found the place.
Leaving from Malaka'Jin head to Camp Apaaje.
Go through it and when the road turns get off the main road and go past all the NPC's fighting until you hit the Great Wood Vale.
Keep heading back until you see the last group fighting. You don't have to go over there but if you are mining there is something over there.
On the left hand side there is a trail leading up the mountain.
Take this trail up and you will get to Unearthed Grounds.
Go through the mining camp and there is a path that leads up.
Go up that path and at the top is the flag. Blow the horn and you are done!

The only note I would add to all you read is do not be tempted to go uphill beyond the banner.

Got oneshot by a summoned PVP guard because I took the left path.

Now why did I take the left path ?
I read the quest description. But I trusted the map. Because the right side had no visible path, unlike the left side, I thought they made a mistake (wouldn't be the first time that some quest description is wrong). The fact that I neither had a fast nor flying mount added to the decision to not search some path somewhere on the right side that may or may not be there (map doesn't show any path). Also all previous quests sent me west or northwest so why should there suddenly be anything in that dead corner ?

So I took the left path because I am a feral and also have stealth. So I should be fine. But guess what ?
I get oneshot (while in stealth) + PVP flagged by a PVP guard summoned out of nowhere because Blizzard is unable to keep high level guards in a low level questing area on the leash ! Or at least because they f*cked up with the map which isn't showing any path on the right side confusing players who use the map to find there way.

Doublefail @Blizz.
My only fail was to assume.

1st death on a new char so far and of course because of some stupid reason.

In short:
-low level questing area = high level guard need to be set to react instead of going out aggressively killing everything in their uber aggro range (40y+)
-Map = Draw a path where there is a path. Nobody needs an incomplete, wrong map.

I'm sorry to rant instead of posting anything related which helps or is insightful but I just can't help it when it's rightful rage.

So a little fun fact:

Getting too close to the Alliance encampment will result in you getting one-shotted by the guards and taking a durability hit. When doing the quest, make sure to not go past the line of Alliance soldiers after the Kobolds have been summoned.

The guards have an uncanny sense of level thirties.

If you want to avoid any allie complications (and flagging yourself) when choosing your pathway, if you look up and see red nameplates, its the wrong path. Do not proceed. Do not collect 200 dollars.

Run around the mountain, where the cows and orcs are fighting. The path you want has a horde tower and a zep.

Description

We now command the kobold armies of Stonetalon! It almost sounds impressive. Almost.

<Devo sighs.>

The Alliance base camp north of here is tightly guarded. It is nigh impregnable, save for the entry point by the Unearthed Grounds, northeast of here. Take this kobold war horn and head towards the Unearthed Grounds. Enter from the east, <name>! Once there, head west until you arrive at the location I have marked upon your map. Use the horn there to unleash kobold fury upon the Alliance!
