Amazing no one said this.. It's most likely a reference to "Dances with wolves". Google him out.

The iLvl of the rewards for the Dances with Grimtotem quest has been reduced from 30 to 26, despite the fact that the inherent stats of the rewards are better than other items of higher iLvl. Patch 7.3.5 introduced an entire regimen of iLvl reductions for gear obtainable by low-level characters via questing.

Description

Return now to your leader and tell him all that you have done for the Grimtotem. Tell him that the Alliance may pass freely across our borders.
