As I found out in the beta, the VLD can deploy too late, resulting in lethal fall damage.

hilariously the NPC Covert Operatives will occasionally have their parachutes fail. just as I landed, one of them splatted right next to me

This was totally bugged for me. Every time i loaded into the launcher it would just fire me straight at the building directly infront of it, nowhere near Frostmane Retreat... In the end ended up running there myself.

The VLD system is probably a reference to the military's HALO (High Altitude Low Opening) combat parachuting, in which paratroopers are dropped from extremely high altitudes and open their chutes as low as is safe.

The technique was first used in Vietnam to drop SOG troopers into zones too dangerous for helicopter insert, and has been used by special operations groups ever since.

Funny side note: right before the launch you can move to throw the trajectory way off. So far on separate toons, I've landed on the back side of Kharanos, over by Ironforge, and at that place with the Argent Dawn guy.

In my opinion, this might be a reference to Jak and Daxter : in the game, you sometimes could jump over cliffs / mountains / gaps with a blue circle. Also, you had some blue lightning around you when you jump (called Blue Echo but I guess nobody cares about that) and you landed safely at another blue circle. Then again, as I said, this is just my opinion.

Right click off the soaring through the air buff you get to activate the chute earlier. Do this high enough, and you will get Going Down?

As far as I know this is the only quest in the game that will launch your player into the sky. If anyone else happens to be around when you run this quest they will see you trail off into the sky as a blinking blue light. I thought it was amusing enough to make a screen recording of it from a 3rd person perspective*; for anyone who wants to see the video here here it is on youtube: http://www.youtube.com/watch?v=7fYM2ZlIp0w

*Note: even though the video shows what it looks like from a 3rd person perspective I would still recommend running the quest yourself before watching the video so you get to appreciate the quest as intended before seeing it from another point of view.

UPDATE:
poppatom mentioned there are some quests Toshley's Station in Blade's Edge that will also launch your player into the air. I looked it up and those quests sound pretty cool and I hope to get around to trying them out. For anyone else interested the quest giver for those quests is Tally Zapnabber.

So for now the only two launchers in the game that I know of are:
1. The Ultrasafe Personnel Launcher
2. Tally Zapnabber's Test Flight: The Zephyrium Capacitorium

For anyone who knows about any other quests of this type, just leave a reply and I will add it to the list.

Thanks APS72 for mentioning the In With a Bang quest
where you get shot out of a cannon. I hadn't heard of it before, I hope to try that quest out to.

As far as I know this is the only quest in the game that will launch your player into the sky.

That comment is wrong! There are 4 quests at Toshley's Station in Blade's Edge that launch you into the sky and almost into the outer atmosphere!

Click to get on, and face the way you'd like to go. If you happen to get on, and face away from the quest it will launch your toon in that direction. (Speaking from experience, lol)
