I've seriously killed dozens of these guys and I've yet to see one drop, the only quest for me is the daily as well. Any idea on what I could do to get this to drop?

Note that this quest starts from an item (Strange Mojo), which drops from the Drakkari at the Altar of Sseratus. It should drop on the first kill.

If you're stuck with 30 or so quests off from The Empire of Zul'Drak, this quest chain along with the other quests it opens up will get you the achievement.
