The experience and reputation bonuses granted by this buff apply to quests as well as kills, and the bonuses do stack with Fast Track and Mr. Popularity.

Good news... if you die and lose the buff, you CAN go back and get it again.

Also, you don't have to ride one of the animals, I was able to jump onto the rotating platform on my mount and successfully get the buff.

This buff does affect reputation gains with the The Tillers NPCs.

I was doing some of the item turn-ins just now and noticed I was getting 1080 reputation instead of the usual 990. Thinking Blizzard might've buffed the reputation gains for some reason I realized I had this buff. I did some turn-ins with and without the buff and can confirm it does indeed affect the NPC reputation gains.

I haven't been able to verify if it also works on Nat Pagle but chances are it will.

Whether this is intended or not remains to be seen, as the previous The Spirit of Sharing buff from the Pilgrim's Bounty festival did not work for NPC reputations.

Reputation with The Tillers increased by 660. (+330.0 bonus)
that bonus is what i know by Grand Commendation of the Tillers.

Or this buff is hide in "660" ? and bonus stand only for Grand Commendation of the Tillers ?

It seems that this buff is stacking strangely with rep from kills.
I just did Molten Core last night with this buff, the guild perk, and a 15% battle standard, and I was getting exactly 150 waterlords rep for the first seven bosses, 225 for Golemagg the Incinerator, and 300 for Ragnaros.

It seems that the multiplier is stacking up like this:
{100 (base rep) + (Guild perk) + (Carousel buff)} *
(100 + 10 + 10) * 1.25
120 * 1.25
150

I suspect it has something to do with the two "mod reputation gained" effects, and I noticed that these inordinate rep bonuses do -not- stack for quest turn ins. That is, turning in a quest worth 150 rep gave 180, a 20% bonus, consistent with two additive 10% bonuses.

You need (atleast) one Darkmoon Ride Ticket to enter the Carousel area and get this WHEE! buff. However no tickets will then be charged as long as you have some time left on your WHEE! buff - you can go questing and then get back just in time to freely refill the WHEE! buff.

Not worth getting this buff if you are questing on a PvP server. Use a cross-realm invite to a normal server, otherwise stick to dungeons if you want to get some use out of it.

If you try to refill this buff when you have any time left it wont fill up to 60 mins but if you wait and let it tick down to 55 mins it will go up to 60 mins again.

To summarize it all in one post:

- This bonus is granted by staying on the carrousel or using the Darkmoon roller coaster in Darkmoon faire, consuming one Darkmoon ride ticket which you can get from Kae Ti or Mae Ti the two nearby NPCs . For the carrousel, you do not need to ride the vehicules, only to stay on the carrousel and Whee! to spin until the buff is up to 60 minutes.
- This bonus grants a 10% increase to experience & reputation gains for players but also boosts the pet battles xp.
- This bonus stacks with the other experience bonuses from guild/classes/banners perks such as Fast track, Mr Popularity, The Council's Wisdom, guild banners or heirloom bonuses but DOES NOT stack with Darkmoon Top Hat.
- This bonus can be renewed for free as long as you return to the carrousel and ride it again with some minutes left on the previous buff. Please note that no ticket will be consumed but you must have at least one in your bags or you will be teleported back to the npc.
- This bonus does not persist through death but will persist if you log off the game.
- You do not lose the buff after the Darkmoon Faire ends if you log out in an inn.
- If somehow your interface is bugged and you can't leave the vehicule you climbed onto, type /leavevehicle

This actually increased my Hydraxxian Waterlord rep gain in my weekly Molten Core runs (boss only - Revered to Exalted) too. Combined with the 15% guild battle standard and 10% guild perk, I was getting 150 for most, 225 for one (I can't recall which) and 300 for Rags for a total of 1,275 on a run.

The two buffs to experience and reputation gains, WHEE! from riding the Darkmoon Faire carousel, and from using a Darkmoon Top Hat, cannot be used together.

As of patch 5.2, if you have the WHEE! buff on you, using a Darkmoon Top Hat will remove WHEE!, replacing it with the similar buff from the Darkmoon Top Hat.
And if you already have the Darkmoon Top Hat buff on you, then riding the carousel does *not* give you the WHEE! buff.

These buffs do *not* persist through death.

Note that the WHEE! buff does not elapse if you log off, so you can pick up the buff while the DMF is in town (do this on all your toons), and benefit from it the next time you log on, regardless if the DMF is running or not.

*Note* that these buffs do stack with other experience and/or reputation gain effects, such as:

Human Racial: Diplomacy (+10%)
The Heirloom Armor set
The Guild Reward banners

They may also stack (I've not tested yet) with the experience gain buffs from these items:

Elixir of Ancient Knowledge +300% experience gain, dropped by Krol the Blade
Honor Hold Favor or Thrallmar Favor

Works with Shado-pan Assault raid bosses. With the guild perk and this buff you get 360 rep per boss (base is 300).

As of 9/4/13, the carousel no longer has rides, but rather you just stand on it in any fashion you so choose. Much easier to get a ride now avoiding queue campers.

EDIT: As I logged on while standing on the carousel, the rides appeared and then quickly despawned so may just be a convenient temporary glitch (hopefully not).

Does not stack with the buff from the tophat. In fact, if you try to wear a tophat while having this buff, you will lose WHEE! in favour of the tophat.

So stick with this, discard your tophats, and forgo the silly hat stuck to your head.

If you are a person who regularly likes the use of this buff when DMF is in town, it's worth noting that it does not disappear from your character when:
a) You log out
b) DMF is done

So, to effectively have this buff one more hour for an 8th day in a row, make sure you get another 60 minutes of the buff before the DMF goes away (Saturday 23:59 pm) and if you are interested in dailies simply log out for 3 more hours until the dailies reset!

Some dailies, you can complete their objectives before taking them and thus saving some duration of the buff (e.g catching the rare fish for Nat Pagle. You can catch them even if you completed their respective dailies that day. Catch the fish and then get the buff and you are ready for hand in)

Seems like an allusion to Ray Bradbury's Something Wicked This Way Comes.

In the book, there's a merry-go-round that speeds up time for those riding it. Riding the Darkmoon merry-go-round gives you a +exp/rep buff (which speeds up the time it takes to level/rep up).

There will be two days this year (Dec 1 and Dec 2, 2013) that you can have three reputation buffs at the same time
WHEE! or Darkmoon Top Hat (WHEE! and Darkmoon Top Hat doesn't stack)

It appears this buff may actually give up to a +20% reputation bonus!

The big question in figuring out buffs is usually, do they add or multiply? The answer appears to be, both, and then some. Etamelgren noticed some strange numbers in his comment below, and came up which a theory which holds for all the data I've seen. Let me restate it:

Rep bonuses are applied in two types: "Mod all reputation gained" and plain old "Mod reputation gained". I'll call those ALL and PLAIN types.
PLAIN bonuses probably only affect monster kills. Examples: Guild Battle Standards, dungeon & zone triggered buffs, anniversary bonuses
Bonuses to ALL affect quests too. Examples: Diplomacy, various holiday buffs, the guild perk

Any bonuses of each type are added individually. For instance, a 10% holiday bonus with the 10% guild perk and a 15% battle standard becomes a 20% bonus to ALL and a 15% PLAIN bonus.
The summed bonuses of both types are multiplied. For instance, 20% & 15% -> 1.2 x 1.15 = 1.38 -> 38% total bonus to kill reputation
Note that simply multiplying all values will overshoot the bonus: 1.1 x 1.1 x 1.15 = 1.3915 -> 39.15% bonus

Here's the fun part: this buff and the other Darkmoon Faire buff from the Top Hat, for some reason, add to BOTH bonus types.

Bonus with guild perk and battle standard: 10% + 10% and 10% + 15% -> 1.2 x 1.25 = 1.5 -> 50% bonus, about 18.5% more total than those two buffs alone (a 26.5% bonus)
Bonus completely on its own: 10% & 10% -> 1.1 x 1.1 = 1.21 -> 21% bonus
Of course, you'll almost always have your guild perk: 10% + 10% and 10% -> 1.2 x 1.1 -> 1.32 -> 32% bonus, exactly 20% more than the guild perk alone (a 10% bonus)

This theory exactly predicted the numbers from my last Molten Core run, which included rep gained with WHEE & Standard, WHEE w/o Standard, and no WHEE at all (all gains included the guild perk).

The reason I listed the buff on its own is that a buff that says 10% in the tooltip and gives 21% seems pretty unintended. Yes, the relative boost goes down as more buffs are added, but it's still way more than promised. If this is a bug, Blizzard may patch it. Get your grinding in while you can!

TIPS on getting the most out of this on your levelling toons:

Set your hearth at the inn nearest where you are questing, and then travel to the fair - you don't want to waste buff time traveling back from Darkmoon
You can hearth directly off the merry-go-round, but you cannot eat on it. Trying to do so will waste 1 of your food stack.
This buff goes away upon death, so don't be afraid to quest or kill easier "green" mobs and quests.
This buff does stack with rested bonus, but because you can only get this buff during a week, don't wait for more rest your time is better spent using this buff than having your toon sit around. (Of course if the toon is at fully rested already, it's awesome!)
Unlike the hat, this buff does not continue to count down when you are logged off.
This buff does NOT EXPIRE when the fair is over for the week. You just won't be able to replenish it when you use it all up. Go ahead an put it on all of your levelling toons for an hour of extra XP when you get around to them.

For battle pet levelers this is a great way to camp all your alt's in front of the Grand Master Battle Pet NPC's of your choice. Log them in each day to level your preferred pets and instead of your toons gathering dust, they themselves gain at least 2/3 level till the Faire comes round again depending on BOA, etc.

With the buff lasting nearly a month I logged in once a day to get a quick fight in with 8 diff. toons and my pets are really lvling nicely.

I did not see any other post about it but this buff DOES increase rep with PvP Factions: Silverwing Sentinels, League of Arathor and Stormpike Guard.

I will review the effects of the Top later on today.

Due to a 10% effect multiplication (see Effect #3 and #4), Whee! seems to add 21% reputation (100% * 1.1 * 1.1 = 121%), instead of the intended 10%. Running Zul'Gurub on multiple alts for mounts, increasing alliance reps meanwhile, I am getting 484 rep instead of 400 per boss. Whether this is intended because we lost Mr. Popularity I don't know, but it seems unintended.

Add 2014/12/12: With the Darkmoon Faire live in december, I noticed I was only getting 420 rep per Highmaul relic as human: 350 base rep, 420 - 350 = 70 additional rep, from which 35 is the human racial. This means only 35 comes from WHEE!, which is a 10% increase. Thinking Blizzard fixed the 21% gain, I tested a boss kill in Zul'gurub and I was still got 484 per boss with a non-human (see the initial calculation).

Conclusion: currently on live, WHEE! boosts experience and rep gain from quests by 10% and from kills by 21%. One of the effect modifiers must work only on kills, whilst the other works on both.

The Darkmoon carousel was added in-game after a student won Blizzard's art contest in 2012 by submitting a gorgeous hand-crafted wooden carousel themed around the Darkmoon Faire.

So let it be known, I just learned this from experience and wish I knew about it sooner, this buff works on Legion faction related stuff including world quests, faction tokens, and emissaries. I especially wish I knew about it when Argus first came out. Oh well I hope this information helps others.

This buff apparently no longer stacks with Grim Visage. I had 59 minutes left of the Grim Visage buff from Hallow's End, and when the WHEE! buff got to 60 minutes, the carousel removed the Grim Visage buff in favor of itself.

A second character was able to hold both buffs at the same time, probably because I only let the WHEE! buff stack up to 20 minutes (I am guessing that anything under 60 minutes would let you maintain both buffs). However, when I turned in the DMF profession quests, I was given only 275 reputation for each, which is the same as either buff individually (250 reputation plus the 25 reputation given as the 10% increase).

A second "however" on the same character: I removed the WHEE! buff and the experience gained was reduced from the previous 4 DMF quests I turned in, so it looks like the experience increases DO stack. I used another ticket and regained the buff, stacking to 50 minutes before jumping off the carousel.

Fun, but useless fact: if you log out while on the carousel, the character screen doesn't show your location. At all, it's just blank. I don't know what it's indicative of, but I found it a bit bizarre.

DOES stack with the Taste of Victory buff, at least most of the time. Some quests in BfA zones seem not to correctly calculate XP bonuses at all, but most were increased by having both buffs over just having Taste of Victory.

You can now get WHEE! either through riding the carousel or the roller coaster. However, the roller coaster takes 1 minute 19 seconds from start to finish and the carousel takes 13 seconds to get the full 60 minutes of the buff.

You can get off the coaster midride, but two things happen. First, you don't get the full buff; I stopped it at 60 seconds and had only 54 minutes of buff time. Second, you are thrown off right where you are, which might be all the way at the top of the coaster. Without a flying mount, it's a long way down without Slow Fall or some other such assistance.

Draught of Ten Lands - 10% - Also grants stats
Natant Rubellite - 5% - Requires item level 200
Taste of Victory - 10% - Granted from doing faction assaults in Kul Tiras / Zuldazar
WHEE! - 10% - Granted through riding the carousel at Darkmoon Faire or purchasing and using Darkmoon Top Hat
Excess Potion of Accelerated Learning - 20% - Requires WoD garrison, works up to level 99
Heirlooms - Up to 55%
Recruit-A-Friend - 50% - as of 7.3.5 the XP was nerfed and does not stack with heirlooms. Only XP buff known not to stack.
Enlightenment - 50% - Panda race only. Looks like since 8.1.5 you can only do this once a week, unclear if thats a bug
Elixir of Ancient Knowledge - 300% - BoA Mists of Pandaria Item, no longer drops
Elixir of the Rapid Mind - 300% - WoD Item, no longer drops but can be purchased in AH

Excellent news everyone!

The WoW's 15th Anniversary buff (15% increase in XP and Rep) from the Celebration Package contained in the Anniversary Gift DOES stack with the WHEE! buff from the Darkmoon Fayre, giving a massive 25% increase!

As the Darkmoon Top Hat does not stack with the WHEE! buff, it seems unlikely that it would stack with the WoW's 15th Anniversary buff.

ALWAYS get the carousel buff, instead of the Top Hat, because the Top Hat buff will run out while you are logged out....
The Whee! buff does not run down while you are not in game, so a MUCH better choice!

Just confirming that this rep buff DOES NOT stack with the Grim Visage buff from Hallow's End. Just tried with both of the buffs active but it only counted as 10% rep buff vs 20%.

During the 20th Anniversary of WoW we have a 10% experience and reputation boost.
We also get 10% by doing various activities in Tanaris at the Caverns of Time, which last for 12 hours.

If anyone from Blizzard is reading this, please make the Darkmoon Faire buff, at least for the duration of the anniversary event, 12 hours too.
You can change it back after the event is over in January.
