If stays with us for Legion mostly unchanged, then this spell would quadruple it's duration (from 3 sec to 13) and healing, making not only usefull, but also quite potent.

Three things worth noting about Flourish:

It's on the global cooldown, so this actually takes time to cast. This means you can't really put it into any kind of macro.
It costs no mana, so this is free healing. It'll probably save you more mana than will.
Unlike the old Genesis spell, it extends all your healing over time effects, not just Rejuvenation. That includes things like Wild Growth, Cultivation, and the HoT from Cenarion Ward. Timed right, Flourish can do an absolutely massive amount of healing, especially if used with Essence of G'Hanir.

Overall, this is the "default" choice in the tier for restoration druid raiding. The other two talents are okay, but Flourish is phenomenal.

The description really buries the good stuff. "increases the rate of your heal over time effects by 100% for 8 sec" doesn't sound impressive, but what it means is that basically you do twice as much healing during that time (with minor exceptions). If your HoTs are getting ticks twice as often, then your HPS is twice as high.

Try not to think of the ticks being fast or slow, just know that getting more ticks is better! And this ability has a 9% max uptime for getting more ticks. Try to use it a lot!

(PS: The duration stuff is nice, but mostly for raid when it becomes more challenging to manage juggling multiple targets. In a dungeon, you almost might as well forget the duration text existed entirely.)
