I'm on the Weaver pact, and 'Following Thimble' quests do not count as Pact Rumors Completed. No idea if other pacts' quests will work the same, but here's assuming this only works for the rumors you'd normally find outside of a pact.

For those like me who weren't sure what the Pact Rumors are, you can purchase Rumor Map or Rumor Map Bundle from multiple venders through Azj-Kahet or in the City of Threads and they will appear on the map.

On General:

Got credit for 4 in the City of Threads: Requisitions: Brightblooms, Requisitions: Fangpetals, Infiltration: Production Blocker, Breaking the Phalanx: Threadblades. One outside the City: Relics of War: The Ruptured Lake
Did not get credit for Wild Reagents: Twitching Gorge (outside the City)

No idea how long these are up, if they change daily, etc.

Update: did today on an alt. Again 4 in the city, 1 outside it. One of the city ones was the same as above, rest were new.. The outside the city one was the same. Also, I'm using a Handy Notes addon, Handynotes - Rumor Map. While not ideal, it does show where Rumor Brokers, Memorials, etc can spawn so you can fly over those areas. Sounds like they are working on improvements to it as well.

i also did all 4 rumours of the day and the quest only counted 4 of them. hell, i even bought a rumour map to find any that i missed but none showed up

seems like its a bit bugged....

Same issue. Picked weaver and none of the cache ones work, bought a rumor map and those didnt work either. it has to be bugged.

I bought a rumor map as of today and got Wild Reagents: Maddening Deep, and it counted towards the Worldsoul quest for me, if it was bugged before, it's possibly been fixed.

Never picking this quest again. Takes way too long and some of the rumors are bugged.

Description

I've heard some reports of the goings on in Azj-Kahet. Nerubians have killed my people mercilessly since we arrived... it is very difficult to imagine them as allies. But... I understand feeling... different from the rest of your people. Perhaps these nerubians who have interest in us are also... different. <Faerin sighs.> No matter the cost... I can't bear to not give them a chance. Are they not also inhabitants of Khaz Algar? See what aid you can bring them, my friend.
